Bhutanese Mindful City of Gelephu appoints Canadian digital asset management company 3iQ to manage part of Bitcoin reserves

Bhutanese Mindful City of Gelephu (GMC) has appointed Canadian digital asset management company 3iQ to manage an entrusted business backed by part of Bitcoin reserves. The Special Administrative Region is committed to building a digital asset investment center.

Under the cooperation agreement, 3iQ will manage a portion of the Bitcoin designated to support Gelephu's development, the specific amount being undisclosed. In addition, the company will establish a long-term presence in the city, invest in local talent, and provide training and knowledge transfer services.

In December 2025, Bhutan announced that it would allocate up to 10,000 bitcoins from its country's holdings to support GMC. The latest agreement signed this time is the next stage of the plan. However, neither party disclosed the actual asset size and custody arrangements entrusted to manage, nor did it explain whether the entrustment allowed lending, derivative trading and other income-generation strategies.

Pascal St-Jean, CEO of 3iQ, said the company will introduce institutional management discipline into the entrusted business and help Bhutan's capital operate "in a responsible, transparent and long-term manner."

Jigrel Singay, a member of the Gelephu board of directors, called 3iQ one of the city's founding institutional partners. The two sides stated that as Gelephu is committed to building a digital offshore financial center with innovation, sustainable development and institutional asset management at its core, more milestones will be announced in the future.
