Bitcoin Improvement Proposal 110 cannot reach the 55% voluntary miner support threshold during the current difficulty cycle

Based on blockchain signal data and an analysis by Strategy Executive Chairman Michael Siler on August 1, Bitcoin Improvement Proposal 110 (BIP-110) has been unable to reach the 55% voluntary miner support threshold during this difficulty cycle.

As of 11:13 UTC on August 2, the public BIP-110 monitor has been advanced to block 960723, and 28 signals have been counted out of 1108 blocks, accounting for 2.53%. Only 908 blocks have not yet been processed.

Thaler pointed out in a tweet on August 1:"At block 960561, BIP-110 has 24 signals (2.54%) out of 946 blocks. Each signal comes from DATUM miners sharing the proceeds through OCEAN. Signals outside OCEAN: 0. The voluntary threshold of 55% is no longer mathematically achievable during the current cycle. This is not a miners 'consensus."

BIP-110 cannot achieve voluntary lockdown

The proposal requires obtaining 1109 signal blocks in a difficult period of 2016 blocks to achieve voluntary lock-in. Even if all remaining blocks in the current cycle transmit signals, the total number will only reach 936. As a result, Siler said the threshold was "mathematically unattainable" and believed that the observed number was "not a miners consensus." The latest monitoring data supports this calculation, but does not independently confirm Siler's claim that all signal miners belong. His pool claims apply to the 24 blocks inspected at block 960561. The monitor confirmed that after four new signals were added, the overall support rating remained almost unchanged.

BIP-110 will restrict Bitcoin transaction data

BIP-110 is officially named "Reduce Data Temporary Soft Forks" and proposes to implement seven temporary consensus restrictions. These limitations include limiting most new output scripts to 34 bytes, limiting OP_RETURN output to 83 bytes, limiting some data pushes to 256 bytes, and temporarily limiting several Taproot features. Output created before activation will not be affected. Proponents say the year-long rules will reduce arbitrary data storage and allow Bitcoin to focus on monetary activity. Critics, including Siler and Blockstream co-founder Adam Buck, argue that consensus rules should not determine which currently valid transaction structures should receive block space. Siler has previously said that fee markets and individual node policies provide a safer way to respond to controversial data use.

Thaler questions the role of OCEAN and DATUM

Siler also claims that OCEAN has set the BIP-110 signal as the default option for existing endpoints. He called the move a "vertically integrated marketing campaign for Knots and OCEAN/DATUM." This description represents his personal interpretation rather than the findings of an independent technical agency. The official BIP-110 installation guide guides users to use Bitcoin Knots and includes instructions to point rented computing power to DATUM nodes. OCEAN's DATUM documentation states that miners create block templates through their local nodes, while mining pools coordinate revenue distribution rather than building mining work. The documents confirmed the technical relationship, but did not independently confirm Siler's claims about the promotion intent.

Force signal will be the next test

The current voluntary phase will end in Block 961631. From blocks 961632 to 963647, software executing BIP-110 will reject all blocks that do not send bit 4 signals. At that time, the proposal will be locked in block 963648 and activated in block 965664, and its transaction restrictions will take effect for the next 52416 blocks. Siler warned that any 100% signal readings during the mandatory signal window reflect software rules, not new support votes. The Foundry USA mining pool has separately asked its mining customers to vote on whether the pool should send signals, and its voting window is expected to close near block 961632. As of August 2, no verified results have been made public.

Before the mandatory phase begins, decisive evidence for the next step from major mining pools, exchanges, wallets and node operators is crucial. Low levels of voluntary signaling will not automatically cancel BIP-110 because its deployment plan includes a mandatory signaling phase. However, if most of the computing power continues to mine unsignaled blocks, nodes executing the proposal may follow a few chains. Siler and Barker warned that enforcing the proposal without broad consensus could lead to fragmentation of the network.
