Mastercard and Borderless.xyz launch stablecoin compliance pilot

Mastercard is continuing to advance its stablecoin strategy, partnering with Borderless.xyz to launch a new pilot project aimed at providing standardized compliance solutions for cross-border stablecoin payments. MasterCard's verification and governance framework, MasterCard Cryptographic Credentials, will provide a security signal to participating companies on the Borderless.xyz network. These signals are designed to simplify approval, compliance and risk processes while not changing the way funds flow between operators.

Borderless.xyz Network and Pilot Partner

Borderless.xyz is a global payment network operator that connects wallet infrastructure with more than 15 licensed stablecoin providers, covering more than 100 countries. Its application program interface allows companies to connect with local payment and liquidity partners, reducing the need for integration for specific markets.

As part of the pilot, mature companies Infinia, Walapay and Koywe will participate as operators. Mastercard will not process or settle funds during the testing period, but will instead focus on providing governance and standardized verification services through Mastercard's cryptographic certificates.

The main goal of the project is to address a key obstacle to cross-border stablecoin payments: efficiently managing compliance requirements across multiple providers and jurisdictions. The pilot will test a single audit compliance model that allows one verified operator to pass on trusted assurance information to other operators while complying with the legal and policy obligations of each participant.

Borderless.xyz describes this structure as similar to the agent banking model, where the originator completes necessary checks before a transaction proceeds. The test will assess whether stablecin payment networks can adopt a similar trust model to reduce repetitive counterparty reviews through shared verification.

Kevin Lehtiniitty, co-founder and CEO of Borderless.xyz, likens this approach to the agent banking model, where the originator handles critical compliance checks, allowing transactions to flow efficiently through the system. The pilot will evaluate whether this single audit trust model is effective in the stablecoin operator network.

MasterCard and Borderless.xyz initially established a relationship through MasterCard's "Start Path" entrepreneurial program, and Borderless.xyz has since joined MasterCard's Cryptographic Partner Program. The program covers more than 85 participants, including crypto companies, banks, payment providers and infrastructure companies, expanding the opportunity to test corporate use cases such as remittances, payments and global corporate payments.

Extensions to Mastercard's stablecoin infrastructure

Mastercard's cryptographic certificate framework already supports a number of activities, including blockchain transaction verification, wallet compatibility, alias use, and travel rule compliance for encrypted transfers. The Partner Program has created an extensive testing environment involving organizations such as Circle, Ripple, PayPal, Binance, Fireblocks, Solana, and Polygon.

In June this year, MasterCard expanded the scope of its stablecoin settlement services to include regulated assets such as Circle's USDC, Paxos's PYUSD, Ripple's RLUSD, and other major stablecoins. These services support processing on networks such as Ethereum, Solana, Polygon, Base, Arbitrum, XRPL, Canton and Tempo, and provide intraday, weekend and holiday settlement options to support liquidity management for issuers and acquirers.

MasterCard has also further strengthened its infrastructure by acquiring business-to-business payment platform BVNK for up to $1.8 billion. BVNK enables customers to hold, convert and manage value between fiat currencies and blockchain networks, supports fund management and corporate payment services, while providing stablecoin settlement and payment services.

In addition, MasterCard obtained a New York Bit license for its U.S. Exchange Services company in May this year, which strengthens its compliance with regulatory requirements such as cybersecurity, financial integrity, consumer protection and operational resilience in digital asset activities.

Future Outlook: Compliance and Access

Infinia, Walapay and Koywe will lead network-scale testing of a single audit compliance approach. Their participation aims to demonstrate whether standardized assurance signals can simplify the access process, while giving each operator the flexibility to make independent compliance decisions and reducing unnecessary friction.

The results of the pilot are expected to reveal whether sharing compliance signals can simplify the access process and enhance trust among cross-border stablecoin providers without changing their respective independent supervisory responsibilities.
