Former New York Governor Cuomo calls for passage of the CLARITY Act

Former New York Governor Andrew Cuomo and co-chairman of the ICE-OKX joint venture called on U.S. lawmakers to advance the CLARITY Act as soon as possible. In an interview, Cuomo urged Congress to pass the bill before lawmakers recess on August 7.

In May 2026, the Senate Banking Committee voted 15 - 9 to advance the CLARITY Act, with all 13 Republicans and two Democrats voting in favor. The Democratic lawmakers said that without further progress on an ethics clause involving government officials 'relationships with the cryptocurrency industry, their committee vote does not guarantee support in the full Senate.

Cuomo did not blame any political party for the delay, but warned lawmakers not to turn cryptocurrency regulation into another partisan battle. He pointed out that cryptocurrencies began to rise around 2009, but the United States still lacks a comprehensive regulatory framework, and he believes the CLARITY Act will ultimately provide the industry with the legal certainty it needs.

The time window is closing

The Digital Asset Markets Clarity Act was passed in the House of Representatives, but had not yet been submitted to the full Senate for a vote as of early August, although Senate Majority Leader John Thune said on August 3 that a vote would be held before recess. Multiple reports have pointed out that if this window is missed, comprehensive market structure legislation will be postponed until the next Congress and will not be enacted until mid-2027 at the earliest.

Cuomo spoke bluntly about the competition stakes: "The United States should pass the CLARITY Act. The rest of the world is already ahead of us." He is co-chairman of the joint venture between Intercontinental Exchange (parent company of the New York Stock Exchange) and cryptocurrency exchange OKX, a partnership that aims to establish a regulated broker-dealers framework focused on tokenized assets. His increasingly prominent profile in the debate reflects a broader shift in Washington's involvement in the cryptocurrency industry in driving federal rulemaking.
