Bipartisan negotiations in the Senate continue, and a vote on Clear Bill may be held before the August recess.
Although a closing debate motion has not been submitted as of Thursday, the Senate may still vote on Clear Bill before members enter the August recess. Brendan Pederson, a senior reporter for Punchbowl News, reports that bipartisan negotiations have gained momentum in the past 24 hours, as staff work to bridge policy differences and muster enough Democratic support to push for a closing debate.
Bipartisan negotiations reshape voting prospects
Pederson pointed out that Senate Majority Leader John Thune has not yet submitted a closing debate motion on the Clear Bill . Without this procedural step, the Senate cannot vote on the bill. However, bipartisan negotiations continued, as staff tried to resolve policy issues raised by moderate Democratic lawmakers. The discussion aims to produce some revisions to attract at least 60 votes in support of the closing debate.
Pederson reported that if the negotiations are successful, it will pave the way for the Senate to enter the agenda in September. However, lawmakers are still trying to complete a possible closing debate vote before the August recess. Meanwhile, Senate Democratic Leader Chuck Schumer has previously said he hopes to reach consensus on the bill. This position remains part of the current discussion.
Senate schedule increases in variables
The legislative schedule also affects the path forward of the cryptocurrency bill. According to Pederson, Thune is seeking to reach a time agreement on multiple Republican priorities before moving on to other matters. Those matters include personnel appointments, the ongoing resolution process and a bipartisan NIL bill. If an agreement cannot be reached, the Senate may remain in session until next week.
However, if senators ratify these procedural agreements, the Senate can quickly clear its existing schedule, making room for a closing debate vote on the Clear Bill before lawmakers leave Washington. Earlier this week, Democratic leadership had recommended avoiding a so-called "premature" vote on the Clear Bill before August. Republicans continue to prepare for a possible vote.
There are still multiple obstacles ahead of the vote.
Pederson listed three conditions that could lead to a vote in the next few days: First, senators must reach a procedural agreement on matters on the current agenda; Second, bipartisan cryptocurrency negotiations must achieve substantial policy progress and be recognized by moderate Democratic lawmakers; Third, senators need to reach an agreement on a timing for a vote on the closing debate of Clarification Bill .
If these agreements are not reached, Thun may let the Senate continue to sit after a planned recess. According to Pederson, this approach could still eventually lead to a vote, but it would extend the Senate's work schedule.
