An SEC spokesman attributed the change to unforeseen scheduling issues. The agency currently lists a public meeting on August 14 as cancelled.
Delay in SEC cryptocurrency rules leads to extension of startup exemption vote
Eleanor Terrett reports that the cancelled meeting would have discussed a proposed issuance framework for cryptocurrency startups. The SEC's cryptocurrency rules may reduce some traditional registration requirements for eligible token issuers and early projects. An SEC spokesperson said the agency was committed to implementing the president's agenda and bringing certainty to the cryptocurrency space, but canceled the meeting due to unforeseen scheduling issues.
SEC Chairman Paul Atkins has previously discussed safe harbors for token sales and tailor-made exemptions for startups. The framework could allow eligible companies to raise limited capital or operate for a period of time with reduced requirements. The SEC's cryptocurrency rules are part of a broader shift in the agency's digital asset policy under Atkins. The regulator is also developing innovation exemptions for blockchain-based financial products and other digital asset business models.

The postponement comes as Congress also suspended broader cryptocurrency market legislation. The Senate entered its August recess without voting on the CLARITY Act, leaving the market structure bill to September. This separation is important because the SEC's cryptocurrency rules and congressional legislation address different parts of the regulatory framework. The SEC can advance institutional rulemaking, while Congress can create statutory market rules.
The postponed SEC cryptocurrency rules meeting focuses on issuance exemptions rather than final rules. Any proposal still requires further regulatory steps before it can take effect. The SEC has not announced when commissioners will reconsider the matter. Its official event page marks the August 14 meeting as cancelled, while the SEC's proposed cryptocurrency rules remain pending.
