Former New York Governor joins OKX Board of Directors to help exchange expand U.S. compliance

Former New York Governor Andrew Cuomo has joined the board of directors of cryptocurrency exchange OKX, formally establishing an advisory partnership starting in 2023. The company is continuing to expand its regulated business in the United States.

OKX founder and CEO Xu Mingxing announced the board appointment on Monday. Xu praised Como for providing regulatory and policy guidance in the development of the exchange and said the appointment was part of OKX's efforts to strengthen trust in global platforms.

OKX did not disclose Como's salary, committee responsibilities or director terms. The exchange said its transactions, wallets and on-chain products serve more than 120 million users worldwide.

Cuomo served as governor of New York from 2011 to 2021. Previously, he served as New York State Attorney General and served as Secretary of the U.S. Department of Housing and Urban Development under President Bill Clinton.

Appointment to Deepen the Cooperation between ICE and OKX

Prior to this board seat, Cuomo had been appointed as co-chairman of OKXICE. OKXICE is a 50% joint venture between OKX and Intercontinental Exchange, owner of the New York Stock Exchange.

The two parties established OKXICE in June this year to build a regulated infrastructure for tokenized securities, digital asset derivatives and ongoing trading. Intercontinental Exchange executive Trab Brand co-chairs with Cuomo.

The joint venture plans to apply for registration as a U.S. broker-dealer and futures commission dealer. Its proposed structure would connect OKX customers with tokenized versions of ICE futures and NYSE listed securities, subject to regulatory approval.

Como described the project as a fintech and market infrastructure initiative rather than a traditional cryptocurrency business. He has been advising OKX since 2023, including during the exchange's response to a U.S. federal investigation into its operations.

The role of the board follows U.S. regulatory changes

In February 2025, OKX pleaded guilty to operating an unlicensed money transfer business and agreed to pay more than US$500 million in fines and forfeiture costs. The plea involved Aux Cayes Fintech, the legal entity that operates the OKX global exchange.

Subsequently, the exchange re-entered the U.S. market, launching a centralized trading platform, a cryptocurrency wallet, and establishing a regional headquarters in San Jose, California.

Como's appointment also sparked renewed scrutiny of his political record. It was during his tenure as governor that New York State's BitLicense system was introduced, establishing one of the strictest state-level licensing systems for cryptocurrency businesses in the United States. In August 2021, Cuomo resigned after an investigation by the state attorney general found that he sexually harassed multiple women. Cuomo denied the allegations.

OKX's U.S. expansion now combines its re-launched retail exchange, planned Intercontinental Exchange cooperation, and a board member with state and federal government experience, as the company seeks more regulatory approvals.
