Cardano's van Rossem hard fork has passed most governance thresholds, and only one more Constitutional Council response is needed to approve

Cardano's upcoming van Rossem hard fork has entered the final governance stage
Based on Intersect's update on the X platform, the proposal has received the support of enough delegated representatives (DRep) and equity pool operators (SPOs). The update was released as the Cardano Network was entering the final hours of its 642nd era. Governance participants are now watching to see whether remaining committee members will vote or abstain before the current approval window closes.
If approved, a hard fork during this era will activate version 11 of the protocol. This upgrade will introduce Plutus performance improvements, greater ledger consistency, enhanced node security, updated reference input rules, additional primitives, and VRF key uniqueness. Current governance data shows that the proposal has easily exceeded multiple required thresholds. DRep's support rating was 76.81%, above the 60% requirement; similarly, equity pool operators provided 52.76% support, exceeding the 51% requirement.
Still pending a decision by a constitutional committee
According to Intersect, the Constitutional Council remains the only governance body that has not yet completed its role in the ratification process. Four committee members have voted in support of the proposal. Therefore, it is only necessary to obtain the support or abstention of one more member to reach the threshold of five out of seven members. The governance action can still be approved before it expires on July 18. If the proposal fails to meet the remaining conditions within the current window, the governance process will move to the next scheduled execution opportunity.
van Rossem hard fork update 
In addition to governance progress, ecosystem readiness has also advanced. According to Intersect, approximately 93% of block production in the current era is already running on version 11 of the protocol. In addition, the exchange reserve ratio has risen to 84.15% of tracking liquidity, which is above the threshold required for network upgrades. Moreover, the hard fork working group has formally recommended that the proposal enter the approval process. The recommendation reflects the increased technological readiness of Cardano's broader ecosystem.
Governance rules may delay other network decisions
According to Intersect, Cardano's governance framework gives hard fork proposals priority over all other governance actions. Therefore, if multiple proposals meet approval conditions at the same time in the same governance event, hard forks will be given priority. As a result, other governance actions that also qualify will remain pending until the next approval opportunity. This priority rule helps ensure that protocol upgrades gain priority before advancing other governance decisions.
The remaining Constitutional Council vote will determine whether the proposal can move forward during the current governance cycle. If the final conditions are met, the van Rossem hard fork will enter the implementation phase under the Cardano governance framework. According to Intersect, the van Rossem hard fork has the support of all other necessary governance groups. Only one Constitutional Council response will decide whether the proposal can be approved and enter the next stage of version 11 deployment of the Cardano Agreement.
