Van Rossem hard fork changes the way future network upgrades are made. Now, the network no longer relies solely on core developers, but uses its on-chain voting system to implement governance decisions. This is the 11th version of the protocol, and IOG confirmed it is the first hard fork on the network to be fully approved through on-chain governance. 
What it means for users

The blockchain will be fully unveiled at the event, with a dedicated ecosystem booth, a builder stage for the project team, and multiple project displays within two days.
Cardano Leios upgrade confirmed to be available at the end of the year
Hoskinson confirmed Leios in recent comments, saying Cardano will acquire Leios before the end of the year. Leios is already running on the test network and is expected to increase the chain's current throughput by 50 times when it goes online. He also noted that governance activity has grown steadily and that the Internet has made progress in financial inclusion, often referred to internally as "banks without bank accounts."
ADA Price Today: Why the value of the token fell
ADA Price today was quoted at US$0.162, down 1.8% in 24 hours. The decline appears to be profit-taking after a hard fork, a common "sell fact" pattern in which traders close their positions after an expected event occurs. 
Bitcoin fell only 0.68% during the same period, so the ADA token performed poorly, falling nearly three times. Prices were also blocked at the 50-day moving average of about $0.168, adding technical pressure to the overall correction. The market value was down 1.3% to US$5.93 billion, while trading volume surged 22% to US$221.7 million. According to market analysts, if the price rises above $0.168, it will relieve some of the pressure and turn the short-term token price forecast picture to neutral.
