Status of the CLARITY Act
The Clarity Bill is about to be voted on in the Senate. Senate Majority Leader John Thune filed a closing-debate motion before lawmakers went into August recess. This submission ensures that the bill gets debate time when the Senate reconvenes. Closing debate voting is scheduled for September 15, 2026 at 2:15 p.m. Senator Bernie Moreno said negotiations are over. "There is absolutely nothing to 'finalise'," he said. He confirmed that all 53 Republican senators are expected to vote to close the debate. The bill requires 60 votes to pass the closing debate threshold, which means at least seven Democrats need to defect. The main opposition came from the banking lobby, but Senator Cynthia Loomis fought back vigorously. Patrick McHenry, former chairman of the House Financial Services Committee, responded to a push from the banking lobby. He told Bloomberg that the effort was "ignored." McHenry predicts the bill will be passed before the end of 2026.
September 15 is the key date
Now all eyes are turning to September 15. Republicans have the votes they need to move forward with the vote. The question is whether enough Democrats will join them to break the 60-vote threshold.
