France orders Internet service providers to block Polymarket after regulators say it is not authorized to operate

France has ordered Internet service providers (ISPs) to block prediction market platform Polymarket, which authorities say is not authorized to operate in the country. Unless users circumvent the restrictions through technical means, major French Internet users will not be able to access the platform.

What the French ISP blocking order means for Polymarket

French gaming regulators have instructed Internet service providers to block Polymarket. The official reason was that Polymarket was operating without the necessary authorization. The order is targeted at web-level access, so French users will not be able to directly access the site.

The French Gambling Authority (ANJ) issued a notice requesting the blocking of the Polymarket website, saying it is an illegal money gambling project. The measure targets Internet service providers rather than just holding platform operators accountable.

Shielding at the ISP-level means that restrictions are implemented at the network level. When French users try to load the platform, the provider participating in the restriction will block the connection, and the user does not have to take any action on their own device to achieve the blocking.

French service providers were told to block Polymarket access. The move puts Polymarket in line with other platforms that have been restricted by French authorities over compliance issues.

Why did French authorities focus on authorization issues

Authorization is the core of this case. In regulatory jargon, lack of authorization means that the operator has not obtained the license required by French law and therefore cannot provide money gambling services to residents.

ANJ, in guidance posted on its website, describes predictive market platforms as illegal in France and potentially risky to users. This statement directly links Polymarket's current status to the country's gaming rules, rather than limiting it to narrow technical disputes.

Governments often impose access restrictions when they believe that a platform is operating outside of licensing rules and cannot be licensed through direct enforcement. Blocking at the ISP-level is one of the few tools available for overseas services.

What blocking may mean for users and forecast the market

The direct impact will fall on French users, who will not be able to access Polymarket directly through a normal Internet connection. The controversy links access restrictions to broader compliance expectations set by ANJ.

France has always been a jurisdiction that actively enforces cryptography-related services. Previously, after the MiCA deadline, Binance restricted some French transaction rights, which also reflects this model. The Polymarket ban conforms to the same authority-first principle and applies to platforms aimed at French residents.

For Polymarket, the blocking order at this time complicates its layout in Europe. The platform has previously been expanding access to other regions through, inter alia, Turkey's Paribu integration. Regulatory attitudes vary widely among markets, and France is now firmly on the side of restrictions.

The case also highlights that authorization is becoming a decisive factor in European market access, similar to the licensing path Ripple followed when it was authorized as a MiCA crypto asset service provider in Luxembourg. For the forecasting market, France's action signals a closer look at whether such platforms are regulated gaming operators.
