Key points
Andy Burnham succeeded Kiel Stammer as British Prime Minister on July 20 after winning an uncontested Labor leadership race.
Executives expect a more friendly attitude in the digital asset space, while the Financial Conduct Authority (FCA) framework planned to be implemented in 2027 is still in progress.
Burnham has expressed his hope that Manchester will become a major city of Web3.
Burnham takes office
The 56-year-old politician officially succeeded Kiel Stammer on Monday, completing a rapid rise since winning the Makefield by-election on June 18 after accepting an invitation from King Charles III to form a government. Stammer announced his resignation in June after a disastrous local election. Subsequently, Burnham ran unopposed in the Labor Party leadership race and was confirmed on July 17.
Cryptocurrency companies are cautiously optimistic about his appointment. Industry insiders believe he is more open to digital assets than most senior Labour leaders, although he has never issued detailed policies in the area.
Cryptocurrency Regulatory Outlook
Nick Jones, CEO of British digital asset platform Zumo, said Burnham has always supported the industry's economic potential and is likely to continue its current growth-focused approach.
Tom Rhodes, chief legal officer of stablecoin issuer Agant, was more blunt, saying that regulators remained independent and that "regulation of cryptoassets was basically established."
Benoit Marzuk, head of tGBP, the issuer of sterling stablecoin, expects the new government to adopt a pragmatic approach rather than a fanciful approach.
Regardless, the regulatory framework has been advancing. Legislation passed in February this year brings exchanges, stablecoin issuers and custodians into the scope of supervision, preparing for the authorization system launched by the Financial Conduct Authority (FCA) on October 25, 2027. Stammer's government also imposed a moratorium on cryptocurrency donations during political campaigns in March, and analysts believe it is unlikely that Burnham will fully reverse the policy.
Burnham's Web3 record
Burnham's friendly attitude towards the industry can be traced back to an event in Manchester in 2024 hosted by the Manchester Blockchain Alliance and Coinbase-backed Stand With Cryptocurrency. He told entrepreneurs at the event that the city could become a "major town for Web3." At the same event, he admitted that his technical understanding of cryptocurrencies is still at a basic level.
The lobby group's tracker still lists him as having no formal position on the industry.
Predicted that the market had focused on his rise as early as Monday. Polymarket traders set Burnham's probability of becoming prime minister at about 97% at the end of June, with a bet of about US$12.5 million on the contract. By the time the outcome was determined to be in his favor, trading volume had increased to about US$16.65 million.
