Flowra cooperates with Honeypot to bring compliance screening into Solana's block building process

Solana's open order flow auction and verifier infrastructure platform Flowra today announced that it has entered into a partnership with compliance infrastructure provider Honeypot to bring configurable sanctions and risk screening capabilities directly into Solana's block building process. The move provides institutional verifiers with additional tools to define compliance strategies before transactions are finally launched.

This collaboration combines Honeypot's compliance intelligence with Flowra's programmable block strategy (PBP), allowing verifiers to establish customizable rules to determine which transactions and transaction packages can be included in the block construction process. Rather than enforcing a single compliance framework at the network level, the architecture allows each verifier to independently decide how to implement these policies based on its own operational and regulatory requirements.

The initial implementation phase supports screening of sanctions-related standards, including wallet addresses associated with sanctioned entities, as well as network-level indicators such as VPNs, proxy services, and Tor egress nodes. Flowra said the framework is designed to support more enterprise-level compliance providers over time, giving verifiers the flexibility to integrate different compliance solutions as agency adoption continues to expand.

As blockchain infrastructure matures, regulated financial institutions are becoming increasingly involved not only as users of blockchain networks, but also as verifiers, operators of pledge infrastructure and other critical services. While compliance tools are already common among exchanges, custodians, and wallet providers, verifier infrastructure typically provides fewer configurable options for operators who want to implement institution-specific compliance policies during the block construction process.

Flowra's programmable block strategy extends these capabilities to the verifier workflow itself. Participating verifiers can define rules for inclusion of transactions before the block is finalized, making compliance decisions part of the block construction process, rather than relying solely on controls before transactions reach the network.

The core design principle of this cooperation is verifier choice. Instead of introducing a mandatory network-wide enforcement mechanism, each verifier retains the right to decide whether to implement compliance policies, which providers to integrate, and how to configure these policies. This approach allows infrastructure operators to customize their environment without affecting the way other validators participate in the network.

Flowra believes that this model better reflects the increasingly diverse landscape of blockchain infrastructure-with validators ranging from individual operators to professional management organizations serving regulated agencies. Because these participants are subject to different legal, operational and commercial requirements, the ability to independently configure compliance policies may become increasingly important to support broader institutional participation without weakening decentralization.

The framework is also planned to evolve over time. In addition to the initial integration with Honeypot, Flowra plans to support more enterprise-level compliance providers, allowing verifiers to choose the solution that best suits their needs. By building compliance integrations based on a modular strategic framework rather than a single provider, the company aims to provide verifiers with greater flexibility as regulatory expectations and technology evolves.

The cooperation will initially focus on sanctions screening, wallet screening and auditability by regulated agencies. As development efforts advance, it is expected to introduce more technical capabilities, enterprise integration and implementation details, extending the functionality provided through the Flowra Programmable Block Policy Framework.
