MasterCard is expanding its stablecoin strategy with a pilot project at Borderless.xyz to focus on trusted cross-border payment processes. The MasterCard Cryptographic Certificate Framework will provide a standardized authentication signal for companies using the Borderless.xyz mobility network. Participants can integrate these signals into approval, compliance and risk management processes without changing the way funds are transferred. During the testing period, MasterCard will not hold or settle funds. Instead, the pilot will test whether shared verification standards can reduce repetitive counterparty reviews. Infinia, Walapay and Koywe have joined the project as operators. The move aims to address a key obstacle to stablecoin payments: achieving scale for compliance among many service providers and jurisdictions.

MasterCard Cryptographic Certificate Tests Network Compliance

Borderless.xyz operates an orchestration network that connects wallet infrastructure to more than 15 licensed stablecoin providers in more than 100 countries. Its single application program interface helps companies connect with local payment and liquidity partners without having to build separate integrations for each market.

In this pilot project, operators will use MasterCard cryptographic certificates as a governance and verification layer. MasterCard cryptographic certificates provide an authentication signal that the participant has met established standards. Companies can then apply these signals to their own compliance, approval and risk control processes. The model aims to reduce duplicate reviews between counterparties. Borderless.xyz describes this approach as a single audit compliance structure. A verified operator can transmit trusted authentication information over the network, but subject to the policies and legal obligations of each participant.

Kevin Lehtiniitty, co-founder and CEO of Borderless.xyz, compares this architecture to the agency bank model. Traditional banks often rely on the originator to complete the required inspections before the transaction is passed downstream. The pilot will test whether a similar trust model can work effectively in a stablecoin payment network.

Mastercard and Borderless.xyz initially collaborated through the Start Path entrepreneurship project. Borderless.xyz subsequently joined MasterCard's Cryptocurrency Partner Program. When the program was launched, there were more than 85 cryptocurrency companies, payment service providers, banks and infrastructure companies. This pilot moves this partnership to real-time compliance testing involving cross-border stablecoin operators.

MasterCard's partner program launched in March also connects stablecoin issuers, exchanges, banks, wallets, compliance experts and blockchain networks. Its members include Circle, Ripple, PayPal, Binance, Fireblocks, Solana, Polygon and Borderless.xyz. This architecture provides MasterCard with an extensive foundation for enterprise use case testing, covering remittances, settlements, payments, treasury operations, and cross-border corporate payments across multiple regulated global markets.

Mastercard cryptographic certificates are part of Mastercard's broader strategy to connect blockchain payments with existing financial controls. The certificate has previously supported blockchain transaction verification, wallet compatibility checks, aliases, and travel rule information for cryptocurrency transmission.

MasterCard has also expanded its stablecoin settlement program. In June, the company announced support for regulated assets including Circle's USDC, Paxos's PYUSD, Ripple's RLUSD and other stablecoins. Networks supported by the plan include Ethereum, Solana, Polygon, Base, Arbitrum, XRP Ledger, Canton and Tempo. These settlement options support intraday, weekend and holiday processing. MasterCard said these services can help issuers and acquirers manage liquidity using existing payment infrastructure. Mastercard cryptocertificates focus on a different level of counterparty trust and compliance signals.

Earlier this week, MasterCard completed its acquisition of BVNK after agreeing to pay up to $1.8 billion (including contingent consideration). BVNK provides enterprises with the infrastructure to hold, exchange, manage and transfer value between fiat currencies and blockchain networks. Mastercard expects the platform to support stablecoin-based treasury, settlement, payments and corporate payments services. In May, MasterCard Trading Services America also received a New York BitLicense, which supports regulated digital asset activities under requirements covering cybersecurity, financial integrity, consumer protection and operational resilience.

Infinia, Walapay and Koywe will be the first operators to test a single audit model at network scale. Their test results will demonstrate whether standardized certification signals can directly reduce friction in the entry process while retaining the independent compliance decision-making power of each participant.
