Wall Street embraces Web3: BlackRock, Visa and MasterCard support Circle's new Arc blockchain

USDC stablecoin issuer Circle announced the founding group of verifiers of its open blockchain network Arc. The network is currently in the private mainnet stage, with more than 100 ecosystem and institution builders participating.

Circle said that the network is expected to launch a public main network on September 16, 2026.

Behind Circle's new blockchain

According to the official announcement, the founding validator group includes BlackRock, Depository Trust and Clearing Corporation (DTCC), Galaxy, Global Payments, Intercontinental Exchange (ICE), Mastercard, MoneyGram, SBI Group, Standard Chartered, Sumitomo Corporation and Visa. Circle said this group represents a model in which the institutions built on the network also help maintain network security.

The goal is to create a foundation of trusted and globally distributed operators to support secure, scalable on-chain financial applications. BlackRock also expects to deploy BlackRock's Dollar Institutional Digital Liquidity Fund (BUIDL) on the network through Arc's native USDC integration. This setting is designed to allow institutional investors to complete the subscription, redemption and allocation of fund assets in the same on-chain environment.

Circle has also partnered with DTCC and plans to tokenize assets held by the Depository Trust Company (DTC) on Arc starting in the second half of 2027. The main goal is to enable market participants to use third-party applications on the blockchain to conduct stablecoin native settlements for DTC tokenized assets outside of DTC. DTCC said this integration supports its multi-chain strategy.

DTC tokenized assets will continue to enjoy the same protections, rights and guarantees as traditionally held assets.

Regarding this latest development, MasterCard Chief Product Officer Jorn Lambert commented: "As stablecoins and other digital assets enter the real-world payment, settlement and capital flow space, MasterCard is committed to helping customers operate in an increasingly diverse payment ecosystem. Our participation as Arc's founding validators reflects this commitment to supporting a trusted, interoperable infrastructure that helps connect emerging blockchain networks to the broader financial system that companies rely on every day."

Arc Product Suite

Arc is also expected to provide a range of applications and services at the beginning of its launch. DeFi protocols and capital allocators, including Aave, Aerodrome, FalconX, Galaxy, GSR, Keyrock, Morpho, Nunco, Uniswap and XFX, will support lending, transactions and on-chain capital deployment.

Meanwhile, payment service providers Rain, Thunder and Wirex will be responsible for routing stablecoin payment and settlement processes. Binance Wallet, Chainlink, Fireblocks, Kraken, Ledger, MetaMask, Uniswap Labs and Upbit will provide access to USDC, custody and cross-chain asset transfers on Arc.

At launch, Circle plans to launch a suite of products around Arc, including tools for common on-chain workflows, AI-driven application and smart contract development, tokenized real-world asset management, and interfaces for developers, users, and agents.
