Executive Forum and Strategic Regional Cooperation bring together leaders in artificial intelligence, digital finance and blockchain to promote cross-border innovation

As artificial intelligence reshapes all walks of life and digital assets gradually integrate into the financial mainstream, Singapore is fully prepared to lead the next chapter of digital innovation. In this context, the Innovation Center of Singapore and the Chinese Chamber of Commerce of Singapore jointly launched and launched the "Proxy Decentralized Finance Forum". As part of the 2026 International Business Conference for Small and Medium Enterprises (SMEICC2026), the forum brings together leaders from the government, financial, academic and technological communities to discuss how artificial intelligence, blockchain and digital finance can change business, capital markets and the broader digital economy.

The forum will last for half a day and will be held on August 6, 2026 at the Suntec City Convention and Exhibition Center in Singapore. The forum will provide a platform for discussion on topics such as proxy artificial intelligence, decentralized finance (DeFi), tokenized real-world assets, trusted digital infrastructure, and the regulatory framework needed to support responsible innovation in Asia. This event will also serve as the official media conference for the Singapore Blockchain Week scheduled to be held in November 2026.

The special guest of SMEICC 2026 is Mr. Huang Xuncai, Minister of National Development. The theme of this year's conference is "Beyond partnerships: The next direction for growth." More than 5000 business leaders from the Asia-Pacific region are expected to attend SMEICC 2026, while the proxy decentralized finance forum will welcome approximately 250 invited representatives from the digital financial ecosystem.

The Proxy Decentralized Finance Forum is more than just an industry conference. It also reflects the growing role of Singapore Blockchain Week as a regional platform-blockchain, artificial intelligence, financial technology and digital assets where leaders exchange ideas, build partnerships and shape the future of innovation. As technologies continue to integrate, the forum aims to promote practical collaboration beyond the conference itself.

The forum agenda will feature outstanding speakers from Anchorage Digital, Alpha Ladder Group, BitGo, Chainalysis, Canton Foundation, FOMO Pay, MetaComp, National University of Singapore, Financial Technology Association of Singapore, StraitsX, R25, Xapo Bank, Zenith and other regional ecosystem partners. Discussions will cover: how autonomous artificial intelligence agents reshape financial decision-making, the rise of tokenized assets, cross-border digital finance, decentralized identities, post-quantum security, and the governance frameworks needed to support trusted innovation.

Associate Professor Chen Yongcai, Chairman and Director of the Department of Innovation and Entrepreneurship at the School of Computer Science at the National University of Singapore, Member of the Singapore Certification Council, and Chairman of the Singapore Blockchain Week Expert Group, believes that Singapore's leadership position in artificial intelligence governance and certification has laid a solid foundation for the next stage of digital finance development. He pointed out that close cooperation between academia, industry and regulators, coupled with Singapore's internationally recognized excellence in research, has enabled the country to lead the responsible application of proxy artificial intelligence and digital assets, while consolidating its status as a global trusted financial center.

Heslin Kim, Chairman of the Organizing Committee of the Singapore Blockchain Week and co-founder and chief commercial officer of Zenith, said: "Singapore's advantage has always been its ability to connect cross-border talent, capital and ideas. As artificial intelligence and blockchain become increasingly intertwined, opportunities lie not only in adopting new technologies, but also in building trusted partnerships to accelerate responsible innovation. The Proxy Finance Forum brings together leaders in policy, finance and technology to shape the future of meaningful collaboration and autonomous financial systems."

Holly Fang, Chairman of the Singapore Financial Technology Association, said: "Singapore's rise as a trusted digital finance center is based on close cooperation between regulators, financial institutions and innovators. With the integration of proxy artificial intelligence with blockchain and digital finance, this public-private partnership will become even more important. The Singapore Fintech Association looks forward to working with all stakeholders to ensure that this wave of innovation is used responsibly. The proxy financial forum is just the platform we need-a place to generate bold ideas and engage in candid dialogue, so that Singapore remains at the forefront of financial innovation."

Liu Tianwei, CEO and co-founder of StraitsX, said: "The future digital economy will not only be built around human users, but will also increasingly include artificial intelligence agents participating in business activities. To unlock this future, we need a trusted financial infrastructure that allows artificial intelligence to conduct transactions safely, compliant, and on a large scale. With its strong digital and regulatory foundation, Singapore is well positioned to lead this transformation."

[TAG 20] Peiling Chan, Co-President of MetaComp, said: "MetaComp is honored to be part of the agent-based decentralized financial forum hosted by Singapore Blockchain Week at SMEICC2026. Ahead of the 2027 ASEAN Summit, Singapore Blockchain Week, MetaComp and many partners are working hard to consolidate Singapore's position as the region's leading digital financial center. Payments are the cornerstone of a resilient digital economy, and Singapore, as a regulated and trusted hub, has a real advantage in shaping the regional development of this infrastructure. We see growing confidence in this regulatory clarity among agencies, and forums like this are the places to translate that confidence into actual cross-border collaboration."

This agent-based decentralized finance forum turned dialogue into collaboration and also set an important milestone for Singapore Blockchain Week-by signing a five-party memorandum of understanding covering the fields of agency commerce, international entrepreneurship and artificial intelligence. Participants include: Singapore Blockchain Week, Raffles Capital, VIA Labs (in partnership with Animoca Brands), AIDX Tech, China-Singapore Artificial Intelligence Association, and HICOOL Global Entrepreneurs Summit ( China Leading International Innovation and Entrepreneurship Platform hosted by Beijing Overseas High-Level Talent Association). All parties aim to strengthen cross-border cooperation, expand innovation networks, and create new opportunities for companies, entrepreneurs and technology communities in Singapore and Asia.

The collaboration will support a number of strategic initiatives, including: deploying an artificial intelligence-driven proxy business ticketing platform jointly developed by VIA Labs and Animoca Brands for the Singapore Blockchain Week; deepening interaction with the HICOOL International Entrepreneurship Ecosystem; Strengthening cooperation with the China-Singapore Artificial Intelligence Association to connect artificial intelligence, DeFi researchers, enterprises and innovators in Singapore and China . These five institutions share the vision of accelerating responsible technology adoption while promoting cooperation between industry, academia and the innovation ecosystem. This reflects the broader goal of Singapore Blockchain Week: to serve as a regional platform to bring together ideas, partnerships and emerging technologies to jointly shape Asia's next digital economy.

As the boundaries between artificial intelligence, blockchain and financial services continue to evolve, discussions at the proxy finance forum will extend far beyond the conference hall-guided by the anchors and hosts of AIXcellerator and CNBC. Through new partnerships, shared expertise and cross-border cooperation, Singapore Blockchain Week aims to build an ecosystem that not only discusses innovation, but also enables innovation.
