Can XRP in a self-managed wallet be frozen? Web3 experts give answers
As more and more cryptocurrency investors choose self-custody solutions, questions are raised about the scope of government agencies 'authority over personal digital wallets. Web3 consultant and investor Jake Claver elaborated on whether U.S. authorities could freeze XRP stored in privately controlled cold wallets.
Wallet visibility and asset control
Jake Claver explains that while blockchain technology allows authorities to track transactions and in some cases associate wallet addresses with their owners, this visibility does not amount to direct control of digital assets within self-managed wallets. If there is enough evidence to establish ownership, law enforcement agencies can monitor activity related to specific blockchain addresses, but that does not allow them to freeze the XRP itself.
Claver highlighted the difference between monitoring blockchain activity and truly restricting asset access or transfer. He pointed out that XRP ledgers that support XRP cryptocurrencies have a feature: participants can use the blacklist mechanism to reject transactions from certain sources. However, these mechanisms do not give anyone the power to seize or freeze another person's XRP without the owner's authorization.
According to Claver, while investigators can link blockchain activity to specific individuals, this transparency does not provide the technical means to freeze assets in self-managed wallets. He admitted that it was possible for authorities to access the wallet by obtaining its private key and thereby control the assets in it. But he stressed that this situation is extremely rare and depends largely on how securely the asset owner stores the private key.

Impact of hosting models on security
Claver compares the different levels of security provided by different hosting solutions for digital assets. He mentioned Anchorage, a digital asset platform that provides multi-signature custody, where any transaction requires algorithmically generated keys and multiple approvers. This setting reduces the risk of a single party losing or endangering asset custody.
He also mentioned Tangem cards, a physical wallet that relies on Near Field Communication (NFC) for access, and pointed out that they have different considerations compared to hardware wallets such as Ledger, which have unique security features and usage protocols.
Claver pointed out that hosting providers operating within the United States are governed by U.S. law, which may expose users to different government behavior than using hosting services in other countries.
Additional advice for worried investors
Claver said that most XRP holders who comply with the law and pay taxes do not have to worry about freezing assets in their self-managed wallets. For users seeking greater security, he recommends considering institutional-level escrow solutions or establishing signer-managed trusts in jurisdictions outside the United States, such as Island.
He pointed out that while these methods provide additional protection, they are usually not necessary for ordinary investors. Claver's main advice: Individuals following legal guidelines are unlikely to experience such problems, and more advanced custody options are still available to those seeking an additional layer of asset security.
Claver said people who want stronger protection could consider multi-signature custody or offshore trust structures, although these steps usually only apply to large or sensitive assets.
