Ten leading European financial institutions launch RL1 cooperative blockchain to help tokenize regulated assets
Ten leading European financial institutions have jointly launched the Regulated Layer One (RL1), a cooperative blockchain designed to strengthen regulated financial markets and accelerate the adoption of tokenized assets. The cooperation marks an important step in using blockchain technology to standardize and simplify digital finance in the region.
Luxembourg joint venture begins operations
Founding members announced on Tuesday that they have established RL1 as a European cooperation organization headquartered in Luxembourg. Key participants include ABN AMRO, Cecabank, Chartered Investment, Crédit Mutuel Alliance Fédérale, DekaBank, DZ BANK, LBBW, Natixis CIB, SC Ventures and Seturion. Each member of the cooperative organization has equal rights in the governance and development decisions of the network, ensuring a transparent and democratic structure among participants.
RL1's operations are based on technology originally developed by German fintech company Secure Global Interbank Asset Transfer (SWIAT). SWIAT has transferred ownership of the network to the newly formed organization, allowing banks to jointly manage and expand the platform.
Network functions and early results
The RL1 blockchain operates as a privately licensed network and is specifically designed to meet institutional needs. Use cases include digital currencies, tokenized bonds, collateral management, and simplified blockchain-based settlements. According to SWIAT, the platform has processed more than 50 transactions in three years of production and use, with a total amount of more than 700 million euros (approximately US$808 million). This record demonstrates its practical feasibility in handling large-scale financial activities safely and efficiently.
This initiative aims to address the market fragmentation problem caused by banks and financial institutions deploying their own independent distributed ledger systems. By providing a shared platform, RL1 aims to promote interoperability among stakeholders, thereby streamlining complex financial processes.
Leadership, Future Planning and Industry Collaboration
Henning Vollbehr previously served as Managing Director of SWIAT and is now CEO of RL1. Industry sources said KfW and L-Bank will continue to support the further development of the partnership. RL1 is also in talks with other potential partners, including NatWest, which could further expand the network's influence and reach in the European financial sector.

The cooperative organization model allows participating agencies to jointly develop the rules and structures of the network to best adapt to evolving regulatory standards.
