Starting from 15:23 UTC on August 21, 2026, the supply of SCRTs is approximately four times that of the previous day.
The supply of SCRTs in the chain has increased from approximately 362 million units to 1,443,318,642 units. Your wallet balance has not changed over the process, but your share of the total has changed: what used to account for only about 25% of the total supply is now.
This change was triggered by the project community's own governance decisions, not by hacking or forking. At the same time, a move to Arbitrum, which has been seen as a settled matter in many exchange news since July, has been vetoed. The widely cited snapshot of September 1, 2026 did not occur. At Binance, a countdown to the removal of shelves is underway simultaneously and trading will stop on September 3. Anyone holding SCRT must distinguish these three things, because each point to a different action. What happened to SCRT? Supply increased from 362 million to 1.443 billion on August 21
On August 19, 2026, the vote on Proposition 365 (titled "Secret Network (L1) Community Continuation") ended. Its status on the chain has been displayed as "PROPOSAL_STATUS_PASSED". The passed text contains a software upgrade instruction called v1.26.0-community-continuity, which is planned to be executed at a block height of 26,790,327. This block was written on August 21, 2026 at 15:23:36 UTC.
The proposal is a formal motion voted on by all holders of pledged SCRT; according to the project document, each pledged SCRT is counted as one vote, voting lasts for seven days, and self-voting will override the votes of its verifier.
The results of Proposition 365 deserve careful review because it does not look like an explicit mandate. On-chain data shows that 38.78 million SCRTs were in favor, 4.98 million voted against it, and only about 15,142 SCRTs opposed it. The largest vote was abstention, with 53.47 million SCRTs, accounting for 55% of all votes cast. After removing abstentions according to Cosmos's counting method, the motion's approval rate was 88.6%. Both statistical methods are correct and should be included in the same assessment.
What actually triggers the upgrade
With the upgrade block, a one-time new token issue takes effect. The motion text calls it "dilution casting." By current measures, it created approximately 1.081 billion new SCRTs. The multiple relative to the old supply is 3.99.
How much SCRT is there actually? There is a huge difference between supply and price trackers on the chain
This is the pitfall-the most easily misleading place when evaluating all this. The chain itself reported via endpoint/cosmos/bank/v1beta1/supply/by_denom that the total supply at approximately 00:37 UTC on August 22, 2026 was 1,443,318,642,775,480 uSCRTs, or 1,443,318,642.78 SCRTs. At the same time, a commonly priced service still showed a total supply of 364,233,017 SCRTs.
The gap is no small matter, because market value is calculated based on supply. Based on a price of US$0.0198, the old supply yields a market value of approximately US$7.2 million; based on actual supply in the chain, it is approximately US$28.6 million. Therefore, anyone reading SCRT valuations these days should check which supply data is used behind them.
The old supply figures are slightly different: the motion text starts with 361,966,533 SCRTs, while the price service shows 364,233,017 units. This difference stems from the pledge allocation between the two measurement points. Depending on the value you choose, old holdings account for approximately 25.1% or 25.2% of total new supply.
What has happened since then
On August 21, 2026 at 03:59 UTC, SCRT hit an all-time low of US$0.01860643, about 11 hours earlier than the upgrade block. As of 00:36 UTC on August 22, the token was trading at US$0.0198 or EUR 0.0170, down approximately 31% in seven days and approximately 52% in one month. The historical high on October 28, 2021 is US$10.38. Data came from CoinGecko, searched on August 22, 2026.
What is dilution casting and why does your SCRT balance remain the same?
Dilution casting is a one-time issuance of tokens to a predetermined recipient without deducting anything from existing holders. Your absolute number of units remains the same. What goes down is your percentage share of total supply and your weight in future votes.
The text of the motion makes this point unabashedly. It expects existing supply to account for approximately 25.1% of the total after casting, and explicitly mentions that "massive dilution is the price of maintaining a viable, consistent network." In return, it is promised that all existing holders will remain in the same chain, including pledged holdings and contract-binding portions.

The difference is that instead of a few percentage points per month, three-quarters of the new supply is put into circulation at one time.

Will the Arbitrum snapshot of September 1, 2026 occur? Proposition 360 has been rejected
No. The vote on the proposal ended on July 28, 2026, with the on-chain status of "PROPOSAL_STATUS_REJECTED" on the grounds that "the proposal did not receive enough votes to pass."
A snapshot is a point-in-time record of all balances at a fixed block height; it serves as the basis for withdrawing the number of new tokens on another chain. Proposition 360 plans to take a snapshot on September 1, 2026, followed by the issuance of ERC-20 tokens on Arbitrum One and one-on-one claims through redemption contracts. ERC-20 tokens are tokens that follow the Ethereum ecosystem standard format.
The results were clear: about 540,000 SCRT votes in favor, 19.57 million against, 6.05 million against and 50.08 million abstentions. Excluding abstentions, the approval rate was only 2.1%. Proposition 365 states,"The chain continues to run on the same network." There is no fork, and the community does not support any migration."
Why is there something else written everywhere?
Several large exchange news rooms reported the relocation as a plan in July and have not been updated since. Searching for "SCRT Arbitrum" today is likely to find an article announcing a September 1 snapshot. In effect, this means: There is nothing to claim, no redemption contract, and no deadline you might miss. Anyone who relies on this is waiting for an event with no date.
Where are the 1.08 billion new SCRTs going? Proposition 365 allocation scheme
The text of the motion in the project forum lists recipients and lock-in periods. The largest share goes to new foundations and core development teams, ecosystem funds, validator programs, consultants and builders, and compensation for victims of previous incidents.
Two of these numbers are more important to price formation than the allocation name. First: About 308 million SCRTs (approximately 21.4% of post-casting supply) are freely available immediately after the proposal is implemented. This includes ecosystem funds, support for developers and relays, and the first 30% of compensation. Second: The remaining part is subject to lock-up restrictions, but it can be pledged during the lock-up period, so it is counted as voting.
Verifier Plan Details
72 million SCRTs (5.0% of the total new supply) were designated for verifiers. Of this, 10% will be paid immediately, and the remaining 90% will be paid in equal quarterly instalments over five years, and will only be paid to verifiers in continuously active production blocks. Verifiers who charge more than 20% of commissions will be excluded from the program. The foundation also promises to entrust at least the unpaid portion of the verification as long as it remains active. For you as a principal, this means that the voting weights within the validator set will change further in the coming quarters, even if there is no price fluctuation.
What does the removal of Binance mean for SCRT holders? Trading stopped on September 3.
Removal is the exchange's decision to stop supporting a token; transactions and withdrawals usually end at different points in time. Binance has removed SCRT from spot trading along with ICX and STORJ. Trading ends at 03:00 UTC on September 3, 2026, and uncompleted orders will be automatically deleted. Withdrawal can be retained until November 3, 2026. The leverage and futures components have been cleared in advance.

Key order
If your SCRT is deposited in Binance, you have until September 3 to sell it and two months to withdraw your tokens. Anyone who misses the withdrawal date will have to deal with exchange customer service, and for tokens with a market value of less than $30 million, you obviously don't want to rely on this channel.

Why the 21-day unbinding period for SCRT pledges now determines your choice
This is where most overviews stop and the most important point in arithmetic. Unbinding refers to the waiting time between when you issue a notice to unpledge the balance and when the balance can be moved freely. On the Secret Network, based on the on-chain pledge parameters, this time is exactly 1,814,400 seconds, or 21 days. During this period, you will not receive any allocations, cannot sell, or transfer to the exchange.
This leads to an indisputable calculation result. Binance trading ends at 03:00 UTC on September 3, 2026. Anyone still wanting to sell pledged SCRT there must give notice by August 13, 2026 at the latest. Starting today, your balance will be untied on September 12, approximately nine days after the transaction closes. The window for this sale route has been closed.
The path that remains open is through other trading platforms, as well as withdrawing money from Binance until November 3-provided your tokens are already deposited there. Among the 1.443 billion SCRTs, 334.93 million are currently in a binding state to the pledge pool, with a pledge rate of approximately 23.2%. What is Secret Network's current inflation rate? 5% on chain, 9% in document
Inflation here refers to the reward of continuous token issuance through pledge protection of the network. This continuous release is an extra part on top of a one-time casting.
On August 22, 2026, the casting parameter on the chain was 0.05, and the minimum and maximum values were set to the same value. Therefore, the inflation rate is fixed at 5.00% per year and no longer fluctuates with the pledge rate. The target value of bound supply is 67%, and the chain is calculated based on 5,435,774 blocks per year.
The public projects document still describes the old model in the same place: inflation is 9% when the pledge rate is below 66%, and gradually drops to 7% when it is above 66%. Both statements can be retrieved simultaneously on August 22, 2026. In case of doubt, the chain is the ultimate authoritative source; documents are often delayed for a few days after an upgrade. For your earnings expectations, this means: Use 5% instead of 9%.
What risks doesThe proposal itself point out and what it means for you?
It is worth noting that the proposal lists its own weaknesses at length rather than avoiding them. These views are statements by the sponsors, not evaluations by the editorial team, and are located in publicly visible forum posts.
Concentrated voting rights: Large legacy holdings may continue to hinder decision-making, a behavior the proposal claims has been observed in previous motions.
Alliance failed to form: The proposal calls it an existential danger-if signatories, validators, relays and developers do not work together, the network will face fragmentation or slow decline.
Exchange support: the proposal is self-committed and the trading platform has no commitment; the decision to put it on the shelves exceeds the scope of community decision-making. The removal of currency security is a realistic confirmation of this sentence.
Technical status: The proposal states that if the chain is poorly maintained over a period of time, the successor will inherit the accumulated technical debt.
Markets and liquidity shocks: A large number of new issues can cause volatility and chaos, so the ready-to-use portion must be carefully allocated.
Unguaranteed compensation: Allocation improves victims 'prospects, but does not promise full repayment.
How you weigh this list depends on whether you hold SCRT as a position in your portfolio or as a restart bet. Both interpretations are reasonable. But it is unreasonable to leave holdings where they are and ignore exchange deadlines.
