英格兰银行就中央对手方接受数字合格抵押品开展咨询

英格兰银行（BoE）已启动一项咨询程序，探讨中央对手方（CCP）如何接受合格抵押品的数字化版本。该行表示，在资产符合清算标准的前提下，现有规则允许此类操作。

该监管声明草案旨在澄清在当前审批流程下，中央对手方必须在申请中处理的事项。其涵盖范围包括已被接受的抵押品类型，以及根据拟议的英国中央对手方规则书具备资格但尚未投入使用的抵押品类型。该声明不会创设新的监管义务。

英格兰银行指出，代币化抵押品必须保持可估值、可转让及可变现的能力，即使在压力条件下亦需如此。该行认为，加快跨境流转速度将有助于金融机构满足保证金追缴要求。

金融稳定副行长莎拉·布里登（Sarah Breeden）表示：“通过此次咨询，英格兰银行正在进一步落实其在金融市场基础设施领域的创新次要目标，同时维护金融稳定。这是监管机构与行业之间的一项重大议程的一部分，旨在推动代币化技术在金融市场的负责任采用。”

此次咨询将于2027年2月12日截止。央行预计将在本季度晚些时候公布政策回应及相关规则。
