Payment company Wise is expected to adjust its strategy to apply for a license from the Office of the Comptroller of the Currency (OCC) to adopt an application method under the "GENIUS Act Framework." The bill is U.S. regulatory legislation for stablecoins.
Investment banking group William Blair pointed out in a research note released on Friday that although Wise failed to obtain permission to establish a national trust bank on Tuesday, it is unlikely to change its stance on payment stablecoins in a new round of OCC applications. In rejecting the application, the OCC said the company had failed to demonstrate that it had effective anti-money laundering (AML) and counter-terrorism financing (CFT) compliance plans and had "other illegal financial activity risks."
William Blair, commenting on Wise's strategy under the GENIUS Act, said: "Wise focuses on reducing cross-border transaction costs and remains neutral on payment channels."
The GENIUS Act was signed into effect in July 2025, providing a regulatory framework for U.S. payment stablecoin providers, but relevant implementation details still require approval by federal agencies. However, regulators failed to respond last week to the important deadline for providing implementation guidance before the bill takes effect in January 2027.
After the passage of the stablecoin bill, the OCC has approved national trust license applications from multiple digital asset companies, including Circle, Ripple Labs, Crypto.com and Coinbase. Wise was contacted for comment, but there was no immediate response.
