This FATF report, titled "DeFi's Regulatory Challenges" and dated July 2026 in the video, examines the architecture of the decentralized financial system. In the section analyzing the settlement layer of the DeFi protocol, the report uses Hedera, Ethereum, and Solana to illustrate types of blockchain that can record transactions, secure network security, and provide consensus mechanisms for higher-level applications.
However, the FATF does not individually recognize these networks or use them for institutional purposes. The report describes these networks as examples of basic distributed ledger technology, focusing on regulatory definitions rather than recommending specific platforms for global financial settlements.
The FATF report believes that "basic distributed ledger infrastructure" is critical at the settlement level and points to Hedera, Ethereum, and Solana as prominent examples of recording transactions and providing consensus in DeFi applications. The document further states that FATF standards generally do not apply to payment infrastructure for such blockchains unless entities operating at this level also provide services that fall within the scope of virtual asset service providers (VASP).

The same report also discusses DeFi's asset layer, classifying native tokens such as HBAR, ETH and SOL as part of the underlying infrastructure that supports network operations and security. stablecoins and other digital assets used in the DeFi protocol are also included in this framework.
Mufleh believes that being mentioned in this context means that Hedera is becoming increasingly recognized by global policymakers. However, the report's wording is broad and does not confirm that Hedera or its related tokens have special status.
The Paris-based FATF has significant influence on global financial regulatory standards, and its cryptocurrency-related guidance shapes the rules countries use to combat financial crime in the digital asset space.
Market background and potential catalysts
At the time of Mufleh's video, HBAR was trading at a price of between US$0.06 and US$0.07, down sharply from its previous high of around US$0.25. He mentioned possible drivers for HBAR in the future, such as possible participation in the Depository Trust and Clearing Corporation (DTCC) project, integration with SWIFT, central bank digital currency (CBDC), decentralized applications, potential HBAR exchange-traded funds, and new U.S. cryptocurrency legislation.
