Ethereum developers review 2027 upgrade proposals, focusing on privacy and anti-censorship
Ethereum (ETH) developers are reviewing 66 proposals for the 2027 Hegotá upgrade, of which privacy and anti-censorship capabilities have become the main priorities.

Hegotá Upgrade Scope
It was reported on Sunday that developers are sifting through 66 proposals for the Hegotá upgrade-the next major network upgrade after Glamestead. The options are still in flux. Hegotá's Meta-EIP (Ethereum Improvement Proposal) has listed FOCIL (Forked Choice Mandatory Include List) as scheduled content, while EIP-8141 (Frame Transactions) is still under consideration.
FOCIL will use a verifier committee to create inclusion lists that block builders must adhere to, thereby weakening the ability of the lead builder to exclude valid transactions. The proposal directly targets censorship resistance capabilities.
The review also covered privacy-related proposals such as EIP-8250 (Keyed Nonces) and EIP-8272 (Recent Roots of Frame Transactions), which are designed to support new transaction and verification models. Developers are expected to continue to determine the scope at the next core developer conference call (2pm UTC on August 17). Proposals that failed to include Hegotá can still be resubmitted in subsequent upgrades.
Privacy Case
Ethereum Foundation contributor Toni Wahrstätter believes that Frame Transactions, Keyed Nonces and Recent Roots should be included together because they can "unlock native privacy" for apps without requiring users to rely on intermediaries. The three proposals address different agreement limitations.
Frame Transactions will introduce a transaction format with programmable verification and Gas payment capabilities;Keyed Nanges will allow the creation of a separate nonce domain to support privacy-oriented spending model. Recent Roots allows frame transactions to reference verified recent state roots, which helps privacy applications verify certificates without having to rely on variable external storage. Together, these changes could bring parts of the privacy infrastructure closer to Ethereum's underlying protocol.
Hegotá is planned to be implemented in 2027, but its final scope has not yet been determined, and developers are comparing the implementation complexity, security trade-offs and value of various candidate features. Prior to this, the Ethereum roadmap scheduled GlamAmsterdam for the fourth quarter of 2026, focusing on proposer-builder separation and block-level access lists, while Hegotá will become the next phase of the network's longer-term protocol transformation.
