According to an announcement released by Deca4 and Ava Labs on September 14, the two companies will work with the United Arab Emirates Telecommunications and Digital Government Regulatory Authority (TDRA) to upgrade the blockchain system that supports digital vaults. Deca4 will be responsible for leading the implementation and coordinating the transition with TDRA, while Ava Labs will provide Avalanche infrastructure and technical expertise. Partners expect that the new system will be able to support the growing demand for digital identity services and verification documents nationwide.

UAEPASS serves as the national digital identity platform of the United Arab Emirates, serving citizens, residents and visitors. Users can authenticate their identities, sign documents, and access digital services provided by government agencies and private companies through the platform. Currently, the platform has 12.5 million users and connects more than 15,000 services provided by more than 350 participating entities.

The digital vault runs within the UAEPASS architecture and allows users to request, store and share verified documents through the same national identity system. It is worth noting that the digital vault does not store the content of personal documents directly on the chain, but uses cryptographic records to confirm their integrity. Blockchain records can verify that documents have not been tampered with, while avoiding exposing personal privacy information contained in documents on the chain.

Avalanche will serve as the underlying blockchain infrastructure for this verification process. Deca4 and Ava Labs said the upgrade will improve the processing power and performance of digital vaults as more people and organizations use digital identity and document services. Separating personal information from the blockchain makes verification records independent from the document itself. Users can share verified files, and receiving agencies can check that the documents are still authentic and valid through supported cryptographic records.

Division of responsibilities among all parties

TDRA will oversee the digital vault ecosystem, Deca4 will be responsible for local implementation, and Ava Labs will support deployment through its blockchain technology and team. Saeed Belhoul, Dgov's director of operations, said the system already plays a regular role in millions of people using national services.

As the main implementation partner, Deca4 will manage the migration to the new blockchain environment in coordination with TDRA. The company is involved in blockchain, digital infrastructure and other emerging technology areas. The project divides responsibilities among three parties: TDRA oversees the service and its position in the United Arab Emirates digital government system; Deca4 performs local implementation; and Ava Labs provides Avalanche infrastructure and technical knowledge.

Mohammed Mahfoudh, founder and CEO of Deca4, said that the cooperation combines its implementation experience in United Arab Emirates with the advantages of Avalanche's blockchain system. "By combining Deca4 's local implementation capabilities with Avalanche technology, we are building a scalable infrastructure for the next generation of trusted digital documents and government services," Mahfoudh said.

User Experience and Ecological Impact

For users, the digital vault will continue to provide a place to request, save and share verification records. Blockchain components operate behind the service, supporting document inspection without requiring users to separately manage the verification process. UAEPASS also integrates the vault into an identity platform that already supports identity authentication and electronic signatures. As a result, users can prove their identity, sign documents and access associated services through a single national system without having to rely on separate accounts for each participating institution.

The platform covers public and private services, and its application scope goes beyond interactions with government agencies. More than 350 entities have connected to UAEPASS, making this blockchain upgrade part of a service used in multiple areas of the United Arab Emirates digital economy.

Serving a national-level identity platform gives Avalanche a government use case linked to millions of registered users and thousands of digital services. The focus is on the infrastructure behind the verified document, rather than putting the blockchain directly in front of users. John Nahas, chief commercial officer of Ava Labs, said digital identity systems must remain reliable at real-world scale.

"Digital identity is one of the clearest examples of how technology must function reliably on a real-world scale," Nahas said. He described blockchain as the infrastructure operating behind services and said the project collaboration demonstrated how Avalanche supports the systems people use in their daily lives.

Strategic Significance and Technical Applications

For U.S. -based Ava Labs, the agreement expands the use of its technology in overseas public digital infrastructure. The United Arab Emirates project focuses on document verification and does not present Avalanche's native AVAX tokens as part of the service.

Previously, Avalanche also expanded into the consumer payments field. Its Visa card reportedly allows users to consume supported cryptocurrencies via physical or digital cards anywhere accepted by Visa. However, the deployment of UAEPASS applies Avalanche technology to a different function: rather than processing retail encryption spending, it helps verify the integrity of digital records within the United Arab Emirates National Identity Platform.

The project is to add blockchain infrastructure to existing government services rather than create a separate identity platform. UAEPASS already provides citizens, residents and visitors with a unified digital identity to access services and sign documents. Within the system, digital vaults allow users to receive verification records from associated entities when needed and then store or share them. Cryptographic verification allows another party to check the integrity of a document while keeping its personal privacy content offline.

Ava Labs will provide technical support throughout the implementation process, and Deca4 will oversee upgrades and transitions. As the service supports verification of documents among government agencies and private organizations, TDRA will continue to oversee the digital vault ecosystem.
