Hamas Qassam Brigade instructs potential donors to avoid Binance for cryptocurrency donations

According to asset confiscation documents filed by the U.S. Department of Justice on September 9, 2026, Hamas's armed wing-the Qassam Brigade-instructed prospective contributors (potential contributors) to bypass Binance when transmitting financial support to the organization.
According to an FBI affidavit, Hamas military branch advised cryptocurrency donors to avoid using Binan. In an email sent by the Kasang Brigade to an FBI informant in February 2025, it listed Bybit, OKX, Kast, RedotPay and Trust Wallet as alternatives to sending $USDT to the Tron network.
Communications attributed to the Qassam Brigade identified several alternative platforms: Trust Wallet, Bybit, OKX, Kast and Redotpay. Donors receive instructions to transfer USDT stablecoins to separate TRON wallet addresses through the TRC-20 network.
Court documents provide unique insights into the tactics used by designated terrorist groups to try to circumvent financial surveillance. The newsletter clearly warns donors not to include any identification information or official names in transaction metadata, citing security risks.
TheDirective does not completely prohibit the use of Binance. Depending on the letter, donors can purchase cryptocurrency through Binance, but are instructed to route these assets to an alternative application before final transfer to a designated address.
Cryptocurrency platform responds to allegations
Binance chief compliance officer Noah Perlman viewed Hamas's consultation as evidence in support of the platform's security measures. "When terrorist groups advise their networks to avoid using Binance, it shows that our controls are working as expected," he said.
The OKX representative clarified that the wallet address cited in the February 2025 communication had no connection with his exchange. The platform said its internal monitoring infrastructure had identified and flagged the address before the court documents were publicly disclosed, suspecting it of being linked to illegal activity.
Representative Kast pointed out that all users must go through comprehensive authentication and screening protocols before gaining platform access. The company revealed that it uses compliance technology from Elliptic, Sumsub and Sardine for sanctions screening and ongoing transaction monitoring.
Bybit representatives declined to comment. Redotpay did not respond to inquiries.
