Wednesday's revision mark is an important procedural step, but it does not mean that the crypto tax changes are about to become law. CoinDesk reports that the bill is unlikely to become law this year because the House plans to recess this week and remain in recess until after the November election. Even though the fundraising committee approved H.R. on Wednesday 10357, the measure still requires sufficient deliberation time and support in both houses. That makes the September 16 meeting more like a litmus test for which crypto tax provisions will attract congressional support, rather than a signal that taxpayers should immediately look forward to new rules.

The federal proposal also separates it from the state tax battle that has emerged over digital assets. FinanceFeeds recently reported on a challenge to Illinois 'new 0.2% digital asset transaction tax, which will take effect in January 2027. In contrast, H.R. 10357 rewrites part of the federal tax code that governs how Americans account for their own encryption activities. For individual holders, the trade-off is clear: There are fewer tax incidents for small blockchain fees, but there is also a corresponding reduction in the opportunity to exploit crypto losses without triggering the same laundering restrictions that already apply to stock investors.
