Ethereum privacy upgrade injects new focus into the 2027 Hegotá plan

Frame Transactions may allow the Ethereum privacy pool to pay transaction fees without an external repeater.

FOCIL is currently the only proposal confirmed to be included in the Ethereum Hegotá upgrade (2027).

Developers are reviewing 66 Hegotá proposals, while Glamestead upgrade targets are scheduled for release in the fourth quarter of 2026.

Ethereum developers are weighing an Ethereum privacy upgrade that could allow privacy pools to pay transaction fees without an external repeater. At the heart of this change is the framework transaction (EIP-8141) for the Hegotá upgrade planned for 2027.

Developers are still reviewing censory-resistant, account design and expansion proposals, while Glamestead is testing it for release at the end of 2026.

Ethereum privacy upgrade brings fee changes into focus

Framework transactions will give wallets more control over transaction verification, execution and fee payments. For privacy pools, this design may eliminate the need for third parties to submit transactions and pay for Gas. This is important for Ethereum privacy upgrades because repeaters may generate additional metadata about wallet activity. Combining the framework with the key Nonce and Recent Roots will provide more flexible fee processing and transaction sequencing for private transactions.

Developers are still considering transaction assertions under EIP-7906. The proposal would allow wallets to define the conditions that transactions must meet once they enter the network.

FOCIL (EIP-7805) adds an independent anti-censorship layer. Verifier committees can require blocks to include eligible transactions, making selective exclusions more difficult for professional builders. FOCIL is the only proposal currently confirmed for inclusion in Hegotá.

Hegotá developers narrow privacy and anti-censorship proposals

Ethereum privacy upgrades still face a strict screening process. Developers are reviewing 66 proposals, but only a limited number can receive the support needed to implement, develop networks and test networks to be implemented in 2027.

Hegotá, Ethereum's upgrade next year, is being planned. There are currently 66 proposals on the desktop, and in the next few core developer conference calls, the list will be narrowed down to those EIPs that can be implemented, developed, tested, and have actual release opportunities in 2027.

The list of proposals recommended for inclusion is expected to be released around August 27. Client teams can then submit their preferences by September 10. Proposals without clear developer support may be moved to subsequent forks.

Framework transactions are still under consideration, alongside expansion and verifier change proposals. Other candidate proposals involve transaction pricing, state growth, shorter time slots, zkEVM testing and post-quantum security.

The Ethereum privacy upgrade follows Glamestead, which is currently scheduled to be released in the fourth quarter of 2026. Developers have opened up the Platåberget public test network to test network changes before moving work to Sepolia and Hoodi.

A narrower Hegotá scope will give the team more time to test the Ethereum privacy upgrade before going to the main network. Framework transactions and FOCIL are currently at the center of this discussion.
