《清晰度法案》涉及哪些重大利益
The Clarity Act (H.R. 3633) is the most ambitious attempt to date to establish a comprehensive federal framework for digital assets. Officially known as the Digital Asset Markets Clarity Act, the bill will establish market structure rules for the broader digital asset market, covering cryptocurrencies, token classifications, exchanges and custody.
The text version released by the Senate Banking Committee in May added several provisions, including a decentralized finance (DeFi) transaction protocol framework, bankruptcy safe havens for digital commodity transactions, and strengthened measures to combat illegal finance. Democrats pushed to include strong ethics, conflicts of interest and illegal financial safeguards, while Republicans sought the market certainty and regulatory clarity brought through a bipartisan alliance.
Republican leaders released updated legislative language late Sunday night, saying it included new ethics provisions that Democrats were seeking, but it was not enough to narrow differences and fail to reach consensus ahead of today's vote.
The White House has made its position clear, with a spokesman saying: "The president's attitude is unambiguous: Congress must pass the Clarity Act so that we can stay ahead of foreign competitors and lead the world in innovation."
The bill has come a long way. In July 2025, the House of Representatives passed H.R. 3633 by a vote of 294 to 134, with more than 70 Democrats voting in favor, making it the most bipartisan digital assets bill ever passed by the House of Representatives. However, the Senate process is much more difficult.
