Digital Asset Market Clarity Act advances in 2025: XRP regulatory status may face major changes
As the Digital Asset Market Clarity Act of 2025 was placed on the Senate legislative agenda in June and made progress in the U.S. legislative process, the industry has begun to pay attention to the possible impact of this proposed legislation on the cryptocurrency industry. Among the discussions, XRP is one of the most closely watched digital assets-its regulatory status has always been a core issue after years of legal uncertainty.
Financial expert Levi analyzed the potential impact of the bill in a post on Platform X, pointing out that the Clarification Act may permanently establish the classification of XRP from the federal legal level. He also released a video explaining why he believed the legislation would significantly enhance XRP's legal status in the United States.
Levi: Bill will end years of regulatory uncertainty
Levi first described in the video the long-standing differences among U.S. regulators on digital assets. He pointed out that uncertainty has persisted over the years because the U.S. Securities and Exchange Commission (SEC) treats many cryptocurrencies as securities, while the Commodity Futures Trading Commission (CFTC) treats others as commodities.
Levi said that this uncertainty led to the SEC filing a legal case against Ripple, creating years of uncertainty for XRP and the broader digital asset market. He explained that the Clarity Act aims to address this issue by establishing clear classifications for digital assets. Under the proposed framework, securities will remain regulated by the SEC, digital commodities will fall under the jurisdiction of the CFTC, and stablecoins will fall under a separate regulatory structure.
XRP classification may be made permanent
Levi referred to progress earlier this year, saying that the SEC and CFTC have classified XRP as a digital commodity rather than a securities. He viewed the determination as a major victory for XRP holders, but emphasized that it was still a regulatory decision, not a federal law.
Levi believes that because the classification is based on regulatory action, a future government or a new SEC leadership team may overturn this determination. He argued that the Clarification Act would change that by writing XRP classifications into federal law, making it more difficult to change. Levi maintains that once the bill becomes law, the SEC will no longer be able to pursue XRP as securities unless Congress passes new legislation. In his view, this would provide the legal certainty that market participants have been seeking for years.
He also pointed out that the Senate has until August 7 to review the bill, adding that this timeline is crucial for investors who are concerned about regulatory developments. Levi finally invited netizens interested in his market strategy to comment on "XRP" under his posts to get relevant information on how he laid out transactions.
