DReps meets standards, SPOs fail to meet standards
Cardano's 2026 Constitutional Council Update Governance Action has entered its final stage, and voting will expire at 21:44:51 UTC on September 1. According to Intersect, the member-led organization responsible for managing Cardano's governance process, as of the latest statistics, decentralized representatives (DReps) have exceeded the required threshold, reaching 68.95%, compared with the required 67%. But equity pool operators (SPOs) are still slightly below the required level, at 50%, compared with the minimum requirement of 51%. The gap is small, but the deadline has been set. Expiration is the result of automatic operation of on-chain mechanisms and is not governed by any editing schedule and cannot be changed manually.
The vote is aimed at putting four newly elected members of the Constitutional Council in place. The update was submitted online on July 31, after Cardano completed the 2026 Constitutional Council election and conducted an independent audit. The four elected candidates are ready, but DReps and equity pool operators still need to approve this on-chain action.
What failure means for Cardano
Four of the seven seats on the committee will expire at the 653rd epoch. If the update is not passed, only three members will remain, which is below the minimum requirement of five members for the Cardano Committee. Until the number of members is restored to at least five, four types of on-chain governance transactions, including treasury withdrawals, parameter updates, constitutional updates, and hard fork launches, will not be approved, freezing core network management.
Cardano had previously required all seven committee seats to remain active, but passed a governance action in July to reduce the minimum committee size from seven to five in response to resignations, expiration or other vacancies. Losing four seats at the same time would completely drain this buffer.
Risks are not limited to processes. The urgency of the vote is closely related to Cardano's planned upgrade to Leios, a protocol enhancement focused on scalability and designed to improve online transaction processing capabilities. Cardano needs a functioning Constitutional Council to approve constitutional updates related to Leios before necessary governance changes can be advanced. Leios has entered the public testnet phase at the end of June 2026, and its mainnet deployment is scheduled to take place later this year as part of the Dijkstra era.
The Committee's ability to operate affects decisions that require Committee approval, including treasury withdrawals, agreement updates, and hard forks. Failure to vote will not interfere with daily transaction processing, but it will create governance bottlenecks at key nodes in the network development roadmap.
