Referendum 1909 Verifier tightening economic system
Polkadot has activated two governance referendums, marking one of the most significant reforms of its pledge structure in recent years. These proposals were originally proposed on June 23 and approved on July 6, 2026.
Referendum 1909 builds on the previously approved 10,000 DOT minimum self-pledge requirement, adding self-pledge incentives, 0% commissions, and unlicensed downtime for under-pledge verifiers. The move aims to address a potential security issue: If a significant number of verifiers do not have enough capital to pledge, the security model will be weakened.
Under the updated reward structure, 22.6% of the dynamic allocation plan budget will be used for verifier self-pledge incentives and 45.2% will be allocated to pledger rewards, and a concave weighting model will be used to prevent large verifiers from disproportionately dominating the reward pool. The outage threshold has been reduced to 32%, allowing unlicensed downtime for verifiers who self-pledge below the minimum margin, while setting a safety bottom line to ensure that the set of active verifiers is not reduced below the safe minimum through this mechanism. Proponents argue that the model better aligns validators \'interests with overall network health, although critics warn that small validators may have difficulty remaining competitive.
Nominee mobility improved significantly under referendum 1910
Referendum 1910 eliminated the forfeiture of nominees and shortened the untying period for nominees from approximately 28 days to approximately 48 hours, making pledges more flexible. Currently, nominees could face losses if verifiers backed by them violate network rules. By eliminating nominee forfeiture, Polkadot aims to make pledges more accessible and less risky for retail participants, while placing greater responsibility for maintaining network security on the verifiers.
Currently, Polkadot\'s unbinding period is about 28 days, and official guidelines warn users that they must wait nearly a month before the extracted DOT becomes transferable. The new design sets a target time for unbundling at approximately 24 to 48 hours, pushing pledge liquidity to the level expected by traders in modern DeFi.
These upgrades came online as DOT prices rose by about 12% between July 1 and July 6, but on-chain activity remained sluggish, suggesting that the market may have reflected these improvements in advance before actual usage growth.
