Authorization applications will be open on September 30, 2026, and the system will officially take effect on October 25, 2027. To help companies prepare, the FCA is offering pre-application support meetings and webinars. In addition, the FCA will consult in October on updates to eligible stablecoins, proprietary trading and market-making, specific technology providers, decentralization agreements and custody arrangements in the UK. Therefore, some regulatory scope may still evolve before the system takes effect.

The release of this guidance is particularly important as UK regulators accelerate their crypto asset agenda. The FCA has previously publicly solicited opinions on tokenized gold in the UK wholesale market, and since the legislation was enacted in February, a broader UK crypto-asset framework is also gradually taking shape.

Crypto asset companies operating in the UK should immediately review regulatory scope guidance to determine which activities require authorization before the September application window opens. If companies delay preparations, they will face the risk of operating without authorization once the system takes effect.
