According to Armstrong, subsequent negotiations resolved all four concerns, and the bill then entered committee consideration about four months later.

He described the intervention as a step towards legislation that he could support. Armstrong said he strongly supports the final Senate draft and will again challenge earlier versions. His statement distinguished his opposition to specific provisions from his stance in support of federal crypto legislation.

Coinbase CEO also accused The Wall Street Journal of repeating the views of the banking industry and following instructions from bank lobbyists. The allegations reflect Armstrong's characterization of the newspaper's reports and articles in its plans. In his post, he insisted that his early objections would help improve the bill.

Disagreements over stablecoin rewards form part of broader negotiations between Coinbase and the banking industry this year. These conditions include a 30-day notice to the listed company before the transaction begins. Separately, the CFTC approved Kalshi last week to list perpetual contracts linked to precious metals. Coinbase also seeks to offer perpetual contracts linked to other assets, including individual stocks and indices.
