New Regulations on Cross-Border Transfer

Binance is introducing new disclosure requirements for Brazilian users making international cryptocurrency transfers, and the changes will take effect on November 1, 2026. Under a central bank resolution, exchanges will provide additional details on specific international transfer requirements.

Customers who send cryptocurrency overseas or receive cryptocurrency from non-residents must disclose the purpose of each transfer and identify the type of counterparty. Users must complete the questionnaire before submitting a withdrawal request. Deposits may remain pending until the required information is provided; in some cases, deposits may be refunded if the information is incomplete.

These requirements apply to transfers involving users 'accounts abroad, non-resident individuals or companies, foreign exchanges, and self-managed wallets. For self-managed wallets, users only need to confirm ownership. Corporate accounts must also identify whether counterparties belong to the same economic group.

Transaction Limits and Regulatory Background

Transfers of less than US$50,000 use a list of 10 purpose categories, while transfers of larger amounts use 96 categories. International transfers involving institutions not approved to operate in the Brazilian foreign exchange market will be limited to US$100,000 per transaction. The limit may be increased to US$500,000 upon advance notice.

In accordance with BCB No. 521/2025, Binance will report transactions to the Central Bank of Brazil on a monthly basis, which incorporates international virtual asset transfers into the country's foreign exchange framework. Importantly, the disclosure requirements are independent of the Travel Rules, which plans to cover domestic transfers in 2027 and international transfers in 2028. The new rules rule out transfers between Brazilian residents, which means that only cross-border activities trigger additional compliance steps.
