South Korea's financial regulator investigates more than 40 cryptocurrency market violations in two years
South Korea's Financial Services Commission (FSC) said it has investigated more than 40 cases of suspected cryptocurrency market misconduct in the past two years, involving market manipulation and fraudulent trading activities. The regulator also claimed that since the Virtual Asset User Protection Law came into effect in July 2024, 25 suspects have been identified in connection with these cases.
FSC Chairman Li Yiyuan published the above data in a document on social platform X, pointing out that 30 of the cases have been reported or handed over to the investigation authorities. He said that the average illegal profit from the cases reviewed was about 1.4 billion won (about 940,000 US dollars).
Core Points
The FSC reported that it investigated more than 40 unfair trading cases, including manipulation and fraud, in two years. Since the implementation of the Virtual Asset User Protection Law in July 2024, Li Yiyuan said that authorities have identified 25 suspects and involved 30 reported or transferred cases. He estimated the average illegal profit per case at about 1.4 billion won. The law strengthens the FSC's ability to supervise and inspect virtual asset service providers (VASPs) and focuses on high-risk trading practices. Regulators plan to use artificial intelligence to assist monitoring and targeted response measures to expand the scope of market monitoring.
Importance of data to South Korean cryptocurrency market
The FSC's update is significant because it views cryptocurrency enforcement actions as an ongoing investigative process rather than an isolated incident. By linking the latest number of suspects and cases to the implementation of the Virtual Asset User Protection Law, regulators are effectively showing that the post-legislative framework has begun to produce quantifiable enforcement results.
The practical impact for traders and users is that behaviors that were previously handled under looser or insufficiently specific regulatory frameworks are increasingly being seen as compliance and regulatory issues-especially activities that regulators generally believe can undermine market integrity, such as laundering and insider trading.
Requirements for VASP under the Virtual Asset User Protection Act
The core message conveyed by regulators is how the law implemented in July 2024 has changed the relationship between cryptocurrency platforms and investors. According to relevant reports, the Virtual Asset User Protection Law aims to protect users who purchase and store encrypted assets through virtual asset service providers. According to the framework described by the FSC, VASP must separate customers 'deposits and virtual assets from the company's own assets. Customer deposits are placed in banks, creating a structural division designed to reduce the risk of user funds being mixed with company assets. The law also specifically targets market integrity issues and aims to curb and deal with illegal activities such as insider trading, laundering transactions and market manipulation. This in turn expands the scope of FSC's supervision and gives the committee more powers to supervise and inspect VASPs.
Market monitoring and law enforcement capacity building
In the same X post, Li Yiyuan said that the FSC will continue to strengthen its market monitoring and investigation systems, and explicitly mentioned using artificial intelligence to support monitoring. He also noted that authorities would "proactively respond to high-risk areas," a statement that suggests regulators are focusing more resources on areas where the risk of violations is expected to be highest, rather than just responding to damage after it occurs. This is important because the effectiveness of law enforcement often depends not only on legal authorization, but also on the ability to identify patterns of transactional behavior on a large scale. The FSC's emphasis on AI-based monitoring is consistent with its reference to laundering transactions and manipulation techniques-behaviors that can often be identified through continuously monitored trading and order flow patterns. Previous reports pointed out that South Korea is taking measures to more firmly integrate digital assets into the national regulatory framework, some of which go beyond the scope of user protection clauses. The latest law enforcement data updates are in line with this macro direction by showing how regulation and investigation are implemented.
What investors should pay attention to
Looking ahead, the most important signal for market participants is whether the FSC's investigation process will translate into continued compliance pressure on VASP-especially in areas that require focused monitoring such as laundering transactions and manipulation. Readers should pay attention to subsequent law enforcement actions and any expansion of AI-assisted surveillance capabilities, as this is likely to determine how quickly suspicious activities are detected and whether these activities can continue to lead to case referrals and penalties.
