On September 24, the Federal Reserve publicly solicited opinions on two payment stablecoin issuer proposals under the GENIUS Act. The first proposal requires issuers to fully support payment stablecoins with allowed reserve assets. Short-term treasury bonds and other high-quality liquid assets are cited as an example. The proposal also sets standardized capital requirements for credit risk and operational risk, and establishes risk management standards and rules for reserve asset custody companies. Payment stablecoins need to have the ability to quickly convert into assets when redeemed, and capital standards are designed to deal with losses caused by credit and operational events. The public comment period is 60 days after publication in the Federal Register, and public comments collected during this period may affect the final version before the standard takes effect.

The second proposal creates a customized application process for Fed supervised banks seeking approval to issue payment stablecoins. Applicants must submit business plans and financial information to the Federal Reserve. These rules mainly deal with supervised agencies, reserves, custody and approval procedures, and do not directly regulate the Solana blockchain or its tokens. Still, Solana prices rose as traders turned their eyes to large altcoins.
