Pakistan seeks a US$10 billion bilateral exchange rate stability support facility from the United States

The Pakistan government has submitted a US$10 billion bilateral exchange rate stability support facility request from the United States. The move aims to improve its foreign exchange reserve position and promote the development of digital finance.

According to Reuters, Pakistan Finance Minister Mohammed Oronzeb has submitted the proposal to U.S. Treasury Secretary Scott Bessent, requesting the establishment of a financing mechanism for up to five years. The proceeds will be used to strengthen the country's foreign exchange reserves, boost the Pakistan rupee and reduce the need for emergency financing during times of market turmoil.

The proposal comes as Pakistan is implementing reforms as a result of International Monetary Fund projects while seeking more sources of external financing. Amid growing global financial instability, authorities believe it is necessary to find ways to increase economic resilience rather than relying solely on traditional creditors.

stablecoins become part of Pakistan's economic strategy

This request is consistent with Pakistan's ongoing digital asset development strategy. Earlier this year, Pakistan partnered with World Liberty Financial to explore the feasibility of issuing dollar-backed stablecoins and other blockchain applications. The cooperation aims to upgrade international payment systems, increase remittance inflows, and expand the coverage of digital financial services.

Pakistan is one of the fastest growing markets for cryptocurrencies in the world. Chainalysis ranks Pakistan as one of the countries with the highest grassroots usage of cryptocurrencies in the world, thanks to the active participation of ordinary people, demand for remittances and the need for low-cost, fast transactions.

Experts believe that the country's ambitions in the cryptocurrency field are no longer limited to fintech innovation. The Observer Research Foundation believes that Islamabad is increasingly using cooperation in the digital asset field to strengthen extensive interactions with Washington, making cryptocurrencies an important part of its economic diplomacy.

Taken together, the proposed cooperation between reserve facilities and stablecoins shows that Pakistan is pursuing a dual-track strategy: strengthening the financial safety net on the one hand, and investing in digital payment infrastructure that can support long-term growth on the other.

IMF and BIS issue cautious warnings on stablecoin expansion

Global institutions generally welcome innovation in digital payments, but continue to warn of related risks. The IMF said stablecoins can reduce payment costs and improve efficiency while expanding financial inclusion. The IMF also pointed out that emerging markets are attracting more investment from non-bank financial institutions, which brings new financing opportunities but also exposes economies to faster changes in global capital flows.

The Bank for International Settlements (BIS) expressed similar concerns. While recognizing the advantages of tokenization and programmable finance, BIS believes that privately issued stablecoins without strong supervision cannot fully provide the trust, stability and settlement finality required by currencies. The agency believes that regulated tokenized bank deposits and central bank currency are the basis for a more sustainable future financial system.

Traditional finance and cryptocurrencies begin to merge

Pakistan has sought financial support from the United States, highlighting the increasingly close connection between traditional macroeconomic policies and the development of digital assets. Washington has not yet decided whether to approve the proposed facility. But whatever the outcome, Pakistan's latest moves suggest it is trying to build a more diversified economic strategy-combining traditional financial support with digital asset innovation to consolidate its position in an increasingly digital global economy.
