BTC The International Monetary Fund approved a loan of US$138 million to El Salvador, exempting Bitcoin holdings from violations
The International Monetary Fund (IMF) has approved a loan worth 101.96 million special drawing rights (approximately US$138 million) to El Salvador. The move came after the foundation granted an exemption to the Salvadoran government for failing to meet conditions related to its increase in Bitcoin holdings.
On October 1, the IMF Executive Board completed its second and third reviews of the El Salvador Extended Financing Facility (EFF) project.
Rules on the cap on Bitcoin holdings
The IMF said El Salvador's economy performed better than expected thanks to improved security conditions and increased investor confidence. The country has also made progress in reducing fiscal imbalances. Its reserves and liquidity buffers have been strengthened, and fiscal consolidation has generally progressed as planned. However, some project conditions were not met, one of which involved the government's increase in Bitcoin holdings. The IMF granted the exemption based on "corrective measures and new commitments" taken by Salvadoran authorities.
Based on the latest commitment, El Salvador is not expected to increase its holdings in Bitcoin beyond its recorded donations. The IMF also noted that the government is working to reduce its role in bitcoin-related activities, including increasing transparency of public sector cryptoasset holdings and strengthening regulatory rules for cryptoasset companies.

Chivo数字钱包政府角色缩减
萨尔瓦多政府的Chivo数字钱包也正逐步转向私有控制。据IMF称，Chivo的大部分所有权和控制权已转让给私营运营商。剩余的公共部门敞口最终将被逐步退出。
萨尔瓦多于2025年2月同意了一项为期40个月的IMF项目，总融资额度约为14亿美元。此次最新放款是该更广泛金融安排的一部分。IMF表示，该国仍需进行进一步改革，以加强公共财政、重建外部储备并提高金融部门的韧性。此前有所延迟的养老金和公务员制度改革也预计将推进。
IMF还呼吁加强治理和提高透明度，重点强调公共部门报告、受益所有权披露、资产申报以及反洗钱规则等领域。这些改革对于维持经济稳定至关重要。
