BTC Michael Saylor called on the United States to enact a "Digital Rights Bill" to regulate and promote the development of digital assets.
Michael Saylor, executive chairman of Strategy, recently urged US lawmakers to establish a comprehensive "Bill of Digital Rights", which aims to better govern digital assets while encouraging their application. On September 26, Siler published an article titled "Prescription for Digital Economy Prosperity" on Platform X, which provided an in-depth discussion of the regulatory needs and growth potential in this field.
Defining digital rights in the crypto era
Thaler describes artificial intelligence as a force that can significantly increase economic productivity and calls for the financial system to evolve accordingly. He emphasized that a framework should be built to defend individual and business freedoms rather than simply restrict innovation. He clearly pointed out in the article: "What the era of digital assets and digital intelligence needs is a 'Digital Bill of Rights' rather than a 'Restriction Bill.'"
He proposed five key rights: the ability of individuals and businesses to create, issue, custody, transfer and use digital assets. Thaler believes that these rights are the cornerstone of the economic value of assets such as Bitcoin, and points out that unnecessary restrictions can kill their potential. He defined Bitcoin as "digital capital" and pointed out that if effectively integrated into financial infrastructure, it would enhance broader economic vitality.

在文章中，塞勒敦促美国监管机构（包括SEC、CFTC、财政部和白宫）消除不必要的监管壁垒，为数字资产产品建立更可预测的基础。他特别批评了《CLARITY法案》，认为其过于侧重限制，而非提供确定性并为技术创新留出空间。
除监管外，塞勒的建议还暗示政府各部门间需要协调监督并明确职责，从而使数字资产行业能够负责任地成熟发展。
Strategy的比特币持仓与市场背景
