The Dubai Virtual Assets Authority and Securitize signed a memorandum of understanding to jointly build a compliant tokenization market framework

On September 3, the Dubai Virtual Assets Authority (VARA) and the US financial technology company Securitize officially signed a memorandum of understanding (MoU) to support the development of a compliant tokenization market in the Emirate of Dubai. In a joint statement, the two sides emphasized that the cooperation aims to establish an institutionalized collaboration framework rather than approving specific products or authorizing the launch of new markets.

Establish a regulatory cooperation framework

VARA and Securitize stated that the two sides will promote cooperation through knowledge sharing, ecosystem construction and strengthening regulatory interaction. Its clear goal is to provide licensed market participants with access to Securitize's institutional tokenization experience while maintaining market integrity and investor protection standards under the Dubai regulatory framework.

It should be noted that this document is only a memorandum of understanding and does not in itself constitute a license issuance, product approval or binding deployment timetable. In addition, the two parties did not mention any specific assets, issuers, funds or financial institutions that will be launched through this cooperation. This definition limits current substantive progress to the level of formal cooperation frameworks.

Explore Tokenization Initiative

The announcement stated that VARA and Securitize will explore support for tokenization initiatives across Dubai, including projects initiated or promoted by regulators, as well as related projects within the broader virtual asset ecosystem. The planned work also covers market education, data-driven research, talent attraction and the evolution of tokenized financial products that comply with Emirates regulations.

Securitize brings compliance market experience

Securitize focuses on building tokenized asset infrastructure and became a New York Stock Exchange (NYSE) listed company earlier this year. Previous reports have suggested that Securitize is working on integration with the New York Stock Exchange, providing background for its role in connecting tokenization technology with regulated capital market infrastructure.

In an announcement on September 3, Securitize disclosed that as of August 2026, its assets under management were approximately US$5 billion. This data is an indicator disclosed by the company itself and is not an independently verified value, nor is it a forecast of future assets generated by Dubai cooperation projects.

Dubai focuses on institutional investor participation

Matthew White, CEO of VARA, said that establishing a sound regulatory framework and market infrastructure is key to giving institutions the confidence to adopt new technologies. Carlos Domingo, CEO of Securitize, agrees that cooperation between regulators and industry is crucial as tokenization moves towards financial infrastructure.

The practical test for the future will be whether the framework can lead to specifically named initiatives, licensed participants, and approved products. At present, the confirmed results are only the signed memorandum of understanding and the cooperation areas it defines; the commercial results, product launches and market adoption are still to be announced.
