South Korea plans to tokenize all types of securities from 2027

The Financial Commission of Korea announced the phased launch of securities tokenization plan in 2027.

The Financial Commission of Korea (FSC) stated on September 4 that as the revised electronic registration legislation comes into effect, the country will officially launch a three-stage securities tokenization system on February 4, 2027. The roadmap covers stocks, bonds, funds and share investment securities, but the goal of full coverage will be implemented in phases rather than being launched in one go at the beginning.

Clarify legal starting point and three-phase deployment

The Financial Committee announced that the revised legal framework will provide the legal basis and starting point for the securities tokenization plan. Regulators have planned a clear three-phase advancement path. Although this announcement establishes a specific legal effective date for the project, it does not mean that all types of securities will be tokenized immediately in February 2027.

The first phase focuses on specific funds, bonds and shares.

According to the plan of the Financial Committee, priority will be given to private equity collective money market funds, bonds held only by institutions, unlisted stocks issued through trust structures and publicly offered share investment securities in the initial phase. For unlisted shares, the early model mainly involved tokenized trust beneficiary securities.

According to The Block, this structure is part of a planned three-phase approach starting in 2027.

Full coverage and stablecoin settlement are late goals

The Financial Commission plans to extend tokenization to all publicly offered securities in the second phase, a key step towards achieving broader coverage of securities types. Its final stage is committed to building an on-chain payment infrastructure linked to stablecoins. At present, the Financial Committee has not yet determined the specific implementation time of the second and third phases, so the initial expansion arrangements will remain flexible and adjusted based on actual conditions.
