PGPZ officially submitted for federal lobbying registration, and the privacy coin community entered the Washington Policy Circle

An advocacy group focusing on Zcash has officially entered the Washington policy arena. Pretty Good Policy for Zcash (PGPZ for short) submitted an application for registration as a lobbyist on October 1 and designated Executive Director Divij Pandya as its only registered lobbyist. The move marks a more systematic approach by the privacy coin community to push U.S. lawmakers to adopt a new stance on digital asset regulation.

Core Issues and Legislative Background

This registration document lists current and expected major lobbying issues, including the Digital Asset Market Clarity Act and two digital asset tax proposals.

The CLARITY Act is a federal bill that establishes market structure rules for the broader digital asset market, including cryptocurrencies, token classifications, exchanges, and custody services. The bill had previously been passed in the House of Representatives, but failed to pass in the Senate closing debate vote on September 15, 2026, and its final fate is still full of uncertainty.

Origin, Funding and Goals

PGPZ was established in June this year. Its predecessor was the "Pretty Good Policy for Crypto" project launched by Electric Coin Co. in 2022. The project has previously hosted a Washington Policy Roundtable and organized a congressional briefing on encryption technology in 2023.

In August, PGPZ received a $750,000 grant from the Zcash Community Grants project to support its first year of operations. The organization plans to use this funding support to build a sustained and solid presence on Capitol Hill while key legislative decisions have not yet been made.

Paul Brigner, founder of PGPZ and chief policy and regulatory officer of ZODL, said the group's goal is to ensure Zcash has serious, organized and credible policy participation in Washington. He emphasized that the decisions of policymakers will directly affect whether privacy-protecting digital cash can exist, be used legally, and whether it can serve the public interest.
