Open verifiers versus licensed verifiers: Which model is more suitable for financial networks?

Financial networks require predictable governance, auditability, and the ability to enforce legal constraints. Based on available evidence, the permission-based validator model is better able to meet these requirements at the basic settlement level, while open verification can be supplemented in marginal areas where broad participation and neutrality are crucial. Institutions that use public chains for tokenization or settlement need to clearly assess centralization risks. The rebuttal: Open verification allows anyone to join and is the best barrier against capture and long-term censorship. If pledges and block constructions are sufficiently diversified among operators, geographical locations, and clients, no single entity or cartel will be able to rule out transactions in the long term. Open networks also provide transparent, verifiable historical records and reduce reliance on institutional gatekeepers who may fail or collude.

This makes sense. Centralization along the unlicensed chain is an accidental result, not a natural rule. Market dynamics, client diversity and protocol changes can reduce centralization pressures. In contrast, licensed networks carry the risk of over-regulation, cartel behavior, or opaque decision-making. These are real shortcomings that any deployment must be mitigated through multi-stakeholder governance, clear accountability, and exit options.
