A thrilling moment for Cardano's governance

Cardano (@cardano) narrowly avoided a major governance disruption after the Constitutional Council voted to pass two necessary thresholds for its renewal. DReps passed the update with a 71.4% approval rating, exceeding the 67% threshold, while pledge pool operators (SPOs) achieved 56.3% approval rating, exceeding the required 51%.

The risk is high. Four of the committee's seven seats will expire at Epoch 653, and Intersect warned that if the vote fails, the committee will have only three members, below the agreement's minimum of five members. This outcome will effectively hinder most major on-chain governance actions, including treasury withdrawals, protocol parameter changes, hard fork launches, and constitutional amendments, until the committee is rebuilt above the minimum threshold.

The renewal action, officially known as "Constitutional Renewal Commission 2026", was submitted to the chain on July 31 after an independently audited election. Four new members were elected through the community process and are ready to take office after voting on-chain.

Engagement issues remain

While the results ensure continuity of governance, gaps in SPO expose a structural weakness. Non-participating pledges cause most approval resistance because uncast SPO votes count as objections under Cardano governance rules. The SPO threshold passed with a narrow margin, indicating that there is a persistent participation gap that communities need to address in future governance cycles.

The result is that Cardano's three-pillar governance structure-comprising DReps, SPOs and the Constitutional Commission-remains intact and functioning properly. The new members will serve until Epoch 799, the maximum 146 epochs allowed under the agreement.
