预算调整与资金注入

提案的核心在于预算变更：从 ArbitrumDAO 的金库中额外划拨 1亿枚 ARB 代币，注入到 DAO 现有的 DRIP 增长预算中。DRIP 是一个专注于增长倡议的项目，本次调整不仅增加了资金规模，还扩展了 DRIP 当前季度的结构、允许支持的活动范围以及整体时间线，为该项目提供了比原计划更充裕的执行周期。

协议费用转化机制

此外，提案还涉及 Arbitrum 网络自身协议收入的分配方式。在扣除已分配给 Arbitrum 开发者公会（Arbitrum Developer Guild）的 20% 份额后，剩余的 AEP 协议层费用收入将被路由至 TM 投资组合（TM Portfolio）。随后，由 Arbitrum 金库管理委员会负责将这些费用转化为 USDG。此举旨在使 DAO 成为其网络上该稳定币的经济管理者，而非仅仅作为众多稳定币之一的托管方，从而捕获相关价值。

治理监督与投票安排

除资金和费用路由机制外，提案授权金库管理委员会在其既定的监督框架下，部署 DAO 资产以支持 USDG 的增长，并确认该举措为贡献者 Entropy 为 DAO 制定的多年工作范围内的正式特殊项目。针对此链上提案的投票将于 2026 年 11 月 13 日结束，ArbitrumDAO 代币持有者拥有约一周半的时间参与表决。
