ZEC Zcash Developer Fund sparks heated debate: 20% block incentive tax versus value storage battle
Some of the most active investors and crypto experts have joined the public debate about how Zcash can fund its own development. The two sides debated whether to impose a 20% tax on block rewards and promote ZEC to be more like a typical store of value assets.
The Zcash Dev Fund is a mechanism that directs 20% of each block reward received by the network to a pool of funds to fund projects dedicated to ecosystem development teams. Meanwhile, Zcash developers have set a date for the next major upgrade to the agreement in November. During this period, ZEC prices experienced an epic rally, rising 20% on Thursday, and prices briefly approached $1,500.
Why is Zcash Developer Fund the focus of controversy?
Developer Maxime Desalle published an article titled "Opposing the Zcash Developer Fund" on September 9. He believes that every ZEC token used to fund grants is money that should have reached the hands of miners responsible for cybersecurity. In the same article, Desalle pointed out that small "welfare state" models such as developer funds tend to breed dependence, bureaucracy, and political selection tendencies.

Qureshi and Desalle agree on this concern. Under the token holder grant model, recipients are paid in the same ZEC token that determines the next round of funding. As a result, the voting rights of influential recipients add up with each win. ZIP 1016 does not restrict anyone from using its tokens to vote.
Moving towards "cryptobitcoin" positioning
This battle over money is inseparable from the shift in what identity Zcash holders want the coin to have. Qureshi believes that the community has identified it as "cryptobitcoin", rejected additional protocol features, and accepted the view that a reliable store of value must eventually stabilize (solidify).
Starknet co-founder Eli Ben-Sasson wrote in a September 17 article that ZEC's rebound stems in part from fears of its larger competitors. He said the move reflected concerns that "Bitcoin has become too rigid," despite his personal love for it.
While the funding debate is ongoing, Zcash developers set the activation target for the NU7 upgrade as November 5. After all parties reach a "consensus" on its content, the test network activation is scheduled for October 6, and the final main network decision will be made on October 20. The NU7 upgrade will shorten the target block interval from 75 seconds to 25 seconds and incorporate network sustainability mechanisms while retaining a halving plan.
