Atkins on the CLARY Act
Atkins confirmed the Senate voting schedule: "As you have noted, the CLARITY Act will be voted on in the Senate on September 15." "I expect and hope it will pass the Senate and eventually be sent to the president for signature," he said.
He also linked the legislation to a broader mission. Atkins described the SEC's move to promote crypto regulation as "the most historic move to date" to achieve the goal set by President Trump of making the United States a global center of crypto capital. The chairman's public support demonstrates a high degree of consistency between the executive agency and the top securities regulator. The SEC's push for crypto regulation is not limited to the CLARITY Act. On September 1, the agency released a major rule proposal aimed at updating its decades-old transfer agency rules to cover blockchain technology and tokenized securities.
The proposal allows transfer agents to use blockchain as an official record of ownership. Atkins has previously said that if the CLARITY Act stagnates, the SEC will use its existing authority to take action, and the agency has shown that willingness.

Senate Majority Leader John Thune filed a cloture motion before the August recess. The move ensured that the bill was on the agenda at the scheduled time. Senator Cynthia Lummis publicly confirmed that a vote on closing debate is scheduled for 2 p.m. September 15.
Senator Tim Scott has publicly stated that the CLARITY Act will become law. House Majority Whip Tom Emmer expressed frustration that the Senate had not yet acted on the bill. The House completed part of their work more than a year ago.
Focus on September 15
As one community member pointed out, the September 15 vote is a procedural end debate vote, not a final pass vote. ChartNerd replied that good things are troublesome. If the bill gets 60 votes, the Senate will have a 30-hour window before the final vote, which requires only 50 votes, which the vice president can use to break a tie. The bill has widespread support, with September 15 being the next date to watch.
