"This is more than just a compromise," Galinhaus wrote, describing the text as the product of substantive exchanges between policymakers. In addition, he reiterated his previous position that legislation that pursues perfection should not be an obstacle to achieving viable regulatory progress. Garlinhouse's comments were also directed at Treasury Secretary Scott Bessent, who also encouraged lawmakers to move forward with the proposal.
The bill aims to establish clearer federal rules for digital assets and allocate responsibilities among major financial regulators. Its adoption is expected to provide greater certainty for cryptocurrency companies, covering aspects such as registration, compliance, transactions and consumer protection. However, resistance from several Democratic senators weakened expectations that the bill would move smoothly in the Senate.
Democratic resistance threatens negotiating framework
Over the weekend, after extensive negotiations with fellow Democratic Democrats, Republicans issued a significantly revised "Clarity Act." According to reports, the updated version incorporates more than 100 substantive changes proposed by Democrats during negotiations on disputed terms. In addition, lawmakers made progress on a thorny issue that briefly boosted confidence across the cryptocurrency industry and the forecast market. Traders on Polymarket have raised their estimate of the possibility of the bill becoming law in 2026 from a low in their early 20s to about 35%.

Garlinhouse wants senators to endorse what has been achieved rather than abandon the entire framework because of remaining policy differences. His intervention made Ripple one of the well-known cryptocurrency companies that pressured Congress to establish comprehensive digital asset market rules. The procedural vote will show whether months of negotiations are enough to create enough consensus to move legislation forward.
