XRP About Control of the XRP Network: Misunderstandings and Truths
One of the most common criticisms of XRP is the belief that Ripple controls the network. However, the actual situation is much more complicated. Ripple is indeed an important company in the XRP ecosystem, contributing code and operating infrastructure, but it cannot unilaterally force protocol changes onto the XRP ledger (XRPL). Any changes to the network must go through XRPL's "Amendment" process, which depends on the support of trusted Validators across the network.
XRPL's Amendment Mechanism
According to XRPL's Amendment Process, a proposed amendment usually requires the support of more than 80% of trusted verifiers for two consecutive weeks before it can be activated.
Ripple can propose changes, but cannot enforce them
Ripple engineers are major contributors to XRPL software, but code contributions are not the same as network control. Verifiers decide which transactions and ledgers they believe are valid, while node operators select the verifiers they trust through their unique node lists (UNL). XRPL's consensus mechanism relies on these overlapping trust relationships rather than a single centralized authority.

谁拥有最大的权力？
对此并没有单一的答案。由于历史渊源、工程资源以及在生态系统中的角色，Ripple拥有巨大的影响力。但影响力不同于单边控制权。
验证者集体决定修正案是否获得足够支持，节点运营商决定他们信任的对象，而来自整个生态系统的开发者可以提议或拒绝变更。正是这种结构导致了一些备受争议的修正案即使在编码完成后也可能停滞不前。近期的报道展示了验证者阈值如何决定激活时机，而提议中的XRPL借贷升级则提供了相反的例子：一个功能可以存在于软件中，却尚未获得足够的支持以上线运行。
