Geo launches Short Video debate platform: Transform opposing views into traceability claims
Geo recently launched a Short Video debate platform that transforms opposing views into traceability claims. The theme of the first debate is "Does the cryptocurrency industry need the CLARITY Act to succeed?"
Geo Debates uses a four-time speech format in two rounds, and the whole time takes about three and a half minutes. Viewers can vote for more persuasive arguments and review every proposition made by participants. Published debate content and individual opinions will be entered into Geo's searchable knowledge graph.
The first debate focused on the fate of the CLARITY Act after the Senate failed to pass a cloture motion by a vote of 49 - 50. Geo said in a September 22 announcement that the new product combines the viewing format of Short Video apps with a permanent record of every argument, source and refutation raised during the debate.
The company's first release of discussions centered on an issue that has divided U.S. cryptocurrency companies and policy groups: Can the industry succeed without Congress passing the Digital Asset Market Clarity Act? Geo did not take a position on the bill. Instead, the two participants debated the pros and cons, and the audience decided which party's argument was stronger.
How to turn videos into searchable claims
Each Geo debate starts with a core proposition and pairs two participants with opposing views. The two men spoke alternately four times in two time-limited rounds, and the entire communication process lasted about three and a half minutes. When one party speaks, the other party's microphone remains silent. Geo then merged the recording into a split-screen video, added subtitles, and posted it to the information stream in a portrait format similar to TikTok.
In addition to watching videos, users can also vote for participants who make stronger arguments. Each individual proposition is open for further review, allowing viewers to examine the logic behind each participant's position rather than making judgments based on short video clips.
Once published, the debate becomes an entry in Geo's Knowledge Map. According to the company, each point raised in the debate will be recorded separately and attributed to the author. Users can dispute these views in other debates, allowing a discussion to generate more arguments. The system will also link claims to available sources, evidence and rebuttal, ensuring that even if the video leaves the user's stream, the relevant record is still accessible.

Geo选择在9月15日该法案在美国参议院未能跨越关键程序障碍后发起此次辩论。参议院官方点名表决记录显示,终止辩论动议获49票赞成、50票反对,距离推进所需的60票还差11票。终止辩论动议若通过,将开启对H.R. 3633法案的正式辩论,而非直接将其立法通过。
此前报道指出,众议院通过的提案将在证券交易委员会(SEC)和商品期货交易委员会(CFTC)之间建立数字资产监管的法律分工,并为加密货币交易所、经纪商和交易商提供注册途径。
此次投票失败暴露了行业高管之间的既有分歧。支持者认为,立法能为美国公司提供不受新政府更迭轻易改变的稳定规则;批评者则称,行业仍可通过监管机构的指导方针和规则制定继续运营。
前CFTC主席J. Christopher Giancarlo表示,联邦监管机构仍可运用现有权力开发数字资产框架。Coinbase首席执行官Brian Armstrong也在国会未采取行动之际,呼吁SEC和CFTC继续推进工作;Ripple首席执行官Brad Garlinghouse则敦促两家机构填补立法空白。其他行业参与者坚持认为,只有国会才能提供定义机构职责的持久规则。众议院金融服务委员会主席French Hill和农业委员会主席Glenn Thompson在参议院投票后提出了类似观点,尽管他们支持监管机构采取临时行动。

时间仍是主要障碍。投票前,众议院共和党领导人从9月日程中移除了八个投票日,限制了参议院修改法案并将其返回众议院的时间窗口。此前的日程分析显示,缩短的日程已降低了在11月中期选举前完成立法的可能性。
参议员Ted Cruz在失败后形容该提案“基本死亡”,而参议员John Kennedy则表示议员们可能在跛脚鸭会议期间重新考虑。任何参议院的修正案都需要众议院再次批准,法案才能送交总统签署。
民主党人也留下了重启谈判的可能性。Kirsten Gillibrand、Mark Warner、Cory Booker、Raphael Warnock、Ruben Gallego、Angela Alsobrooks和Catherine Cortez Masto等七名参议员发表联合声明,称此次投票并非结束推动数字资产市场结构规则的 efforts。
该小组表示,谈判可在消费者保护、国家安全、金融稳定性和道德条款等方面继续进行。他们试图重开《CLARITY法案》谈判,源于在涉及公职人员加密利益限制及稳定币奖励处理等问题上的分歧。

若无立法,SEC和CFTC可继续使用其现有权力,但机构规则无法解决法案涵盖的所有问题。此外,各机构也无法独立创建永久的国会管辖权划分。
